SONGWE RIVER BASIN DEVELOPMENT PROGRAMME PUBLIC PRIVATE PARTNERSHIP (PPP) TRANSACTION ADVISORY SERVICES FOR LOWER SONGWE DAM AND HYROPOWER PLANT (HPP) PROJECT

- This Invitation for Bids follows the General Procurement Notice (GPN) for this project that appeared on the UNDB online and the African Development Bank Group website on 10th October, 2018 ;
- The Governments of the United Republic of Tanzania and the Republic of Malawi have received a grant from the New Partnership for Africa’s Development – Infrastructure Project Preparation Facility (NEPAD-IPPF) toward the cost of the Public Private Partnership (PPP) Transaction Advisory Services for the development of Lower Songwe Dam and Hydropower Plant (HPP) and intend to apply part of the agreed amount for this grant for payment under the contract for Consultancy for the Provision of Technical Experts (Hydropower, Water Resources Management, Environmental and Social) to the PPP Transaction Advisory Team to be engaged to provide the required services for the project ;
- The Services under this project include :
- Comprehensive review, analysis and update of existing studies, completion of due diligence and preparation of a PPP transaction plan ;
- Development of transaction documents and support during bidding process ;
- Advisory assistance until commercial close ; and
- Preparation and organization of a training programme aimed at representatives from the Governments of Tanzania and Malawi as well as local lawyers and experts involved in the negotiation and implementation of the project in the energy sector.
- The Secretariat of Songwe River Basin Commission now invites consulting firms to express their interest in providing these services. Interested firms must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff including their Cvs etc.). Consultants may constitute joint-ventures to enhance their chances of qualification ;
- Interested parties must take note that the successful firm or group of experts will work together with financial, Legal and PPP experts being recruited under separate financing, to form the complete Transaction Advisory Services Team ;
- Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s Procurement policy Framework for Bank Group Funded Operation as approved in 2015 and amended from time to time, which is available on the Bank’s Website at http://WWW.afdb.org ;
- Interested Consultants may obtain further information at the address below during office hours.
