AFRICAN DEVELOPMENT BANK

POWER, ENERGY, CLIMATE CHANGE AND GREEN GROWTH COMPLEX

  1. The African Development Bank hereby invites consultancy firms to express their interest in the following assignment: DEVELOPMENT OF 2019 ELECTRICITY REGULATORY INDEX (ERI) FOR AFRICA.
  1. The Services to be provided under the Assignment include: (i) conduct a study (through surveys and desktop research) on the regulatory performance of 35 African countries for the development and publication of the 2019 Electricity Regulatory Index (ERI) report for Africa; (ii) undertake a comparative country-by-country assessment of the level of regulatory development of participating countries; and (iii) develop an implementation plan with recommended interventions for addressing the identified gaps in the participating countries.
  1. The ERI is intended to serve as a diagnostic tool, highlighting key areas in regulatory design and practice that require improvement and reform and showcasing best practice regulation among participants and is intended to be updated annually to track the evolution of regulatory performance of participating countries over a period.
  1. The Energy Financial Solutions, Policy & Regulations Department now invites eligible consulting firms to express their interest in providing services in relation to the performance and completion of the Proposed Assignment. Interested firms must provide information indicating that they are qualified to perform the services (registration documents of the firm, brochures, detailed description of similar assignments, experience in similar conditions, availability of appropriate skills among staff relevant to the assignment, etc.). Consulting firms may constitute joint-ventures to enhance their chances of qualification.
  1. Interested firms are expected to have a demonstrable track record of experience in Energy Policy and Regulatory related studies and assignments including regulatory governance, regulatory performance and regulatory impact assessments on the African continent or similar jurisdictions. Demonstrated Africa experience will be an added advantage.
  1. Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the Bank’s “Rules and Procedures for the use of Consultants”. Please note that interest expressed by a consultancy firm does not imply any obligation on the part of the Bank to include the firm in the shortlist.
  1. The duration of the Proposed Assignment shall be Twelve (12) months. The Commencement Date is anticipated to be October 1, 2018.

  1. Expressions of interest must be received in soft copy to the email addresses below no later than Monday, August 27th, 2018 at 17:00 GMT and specifically mentioning: “Expression of Interest – Development of 2019 Electricity Regulatory Index (ERI) For Africa”
