  1. The African Development Bank (AfDB) hereby invites Individual Consultants to indicate their interest in the following Assignment: Monitoring and Results Measurement Consultant to Support the operationalization of the Youth Entrepreneurship and Innovation Multi Donor Trust Fund ;
  2. The services to be provided under the Assignment include :

The services of the consultant will support the implementation of the activities Youth Entrepreneurship and Innovation Multi Donor Trust Fund (YEI MDTF). The YEI MDTF was established by the AfDB in November 2017, to support the building of the entrepreneurship ecosystem in Africa. The YEI MDTF is a grant vehicle of the AfDB’s Jobs for Youth in Africa strategy, that focuses its activities on i) Business Development Services to youth led startups and MSMEs through African incubators and accelerators; ii) financial institutions by providing technical assistance to financial intermediaries focusing on investing/lending to youth led MSMEs in Africa such as Banks, VC or guarantee institutions; iii) Capacity building to government to create an enabling environment conductive to MSME growth, iv) Research and studies on the African entrepreneurship ecosystem.

The consultant will lead the development and management of monitoring, evaluation, and learning of the activities of the YEI MDTF, working closely with the grant recipients such as financial intermediaries, business incubators/accelerators, research institutions and governments. He/she will develop a systematic monitoring and results measurement framework to improve the qualitative and quantitative evidence gathered by YEI-MDTF. He/she will also provide technical assistance to the implementing agencies, particularly in relation to monitoring, reporting and governance issues.

The African Development Bank’s Human Capital Youth and Skills Development Department invites Individual Consultants to indicate their interest and availability in providing the above-described services. Interested Consultants shall provide information on their qualifications and experience demonstrating their ability to undertake this Assignment (documents, reference to similar services, experience in similar assignments, etc.) ;
  2. The eligibility criteria, the establishment of a short list and the selection procedure shall be in conformity with the Bank’s Procurement Policy Framework for projects financed by the Bank Group, October 2015 Edition, available on the Bank Website at Please, note that interest expressed by a Consultant does not imply any obligation on the part of the Bank to include him/her in the shortlist ;
  3. The estimated duration of services is 12 months and the estimated starting date is early January 15, 2019 ;
