1. The African Development Bank hereby invites Consulting Firms to express their interest in the following Assignment: Development of online courses for the Bank’s Operations Academy ;
2. The Operations Academy was created as a bank-wide effort aimed at establishing and institutionalizing a comprehensive and compulsory curriculum specifically geared towards all operations staff ;
3. The objective of this assignment is to develop online courses for the Bank’s Operations Academy. The scope of work of this project includes conception and storyboard development (based on the narration texts provided by the Bank and enhanced with interactions), production, voice-over and course design ;
4. The consultant firm is expected to creatively design and deliver twenty (20) e-learning courses suitable for the Bank’s learning platform. These online courses must be SCORM compliant and will consist of :

• 10 Operations Gateway e-courses – These will focus on providing operations staff with basic knowledge as well as rules and procedures that will form a foundation for further learning ;
• 10 Task Manager Academy (TMA) e-courses – These will focus on preparation of investment projects including procurement, results frameworks, quality assurance, supervision, disbursement, etc.

      5. The Operations committee and quality assurance department (SNOQ) invites Consulting Firms to indicate their interest in providing the above-described services. Interested eligible Consulting Firms or associations of Consulting Firms shall provide information on their qualifications and experience demonstrating their ability to provide the services (documentation, references for similar services, experience in comparable assignments, availability of qualified staff, etc.). Expertise in instructional design of e-courses must be therefore be clearly demonstrated.

      6. The eligibility criteria, the establishment of a short list and the selection procedure shall be in conformity with the Bank’s Procurement Policy and Procedures for Recruitment of Corporate Consultants. Please note that interest expressed by a Consulting Firm does not imply any obligation on the part of the Bank to include it in the shortlist ;

       7. The estimated duration of services is expected for 12 months and the estimated starting date is 15 December 2018.
