The African Development Bank hereby invites Consulting Firms to indicate their interest in the following Assignment: In-depth comparative study on production costs for baseload power using coal or renewable energy, with associated greenhouse gas emissions.

The African Development Bank is planning to set up the Africa Green Baseload Facility (“the Facility”), which goal is to accelerate the transition towards more sustainable baseload power generation options and prevent countries from locking themselves into environmentally damaging and potentially economically costly technologies. More particularly, the Facility will:

  • Support RMCs in identifying green baseload utility-scale alternatives to carbon intensive fossil fuel based generation, with a strong focus on displacing coal projects;
  • Enable key stakeholders to play a lead role in addressing the key drivers of additional cost and risk for more sustainable baseload generation options;
  • Provide a source of mitigation instruments to help developed countries raise their ambition and achieve their Paris Commitments.

The Facility will offer realistic alternatives to RMCs to avoid investment in carbon intensive energy assets by providing concessional capital and technical assistance, building on the experience accumulated by the African Development Bank in the implementation of renewable energy projects through the blending of its own equity and debt instruments with concessional capital provided by the Climate Investment Funds, the Global Environment Facility and the Sustainable Energy Fund for Africa.

The Consulting firm is to undertake an in-depth comparative study on production costs for coal power plants in comparison with renewable energy power plants, with associated greenhouse gas emissions or avoided emissions respectively. The study will focus on seven countries: Niger, Kenya, Senegal, Botswana, South Africa and Côte d’Ivoire. The overall objective of the Assignment is to quantify: (i) the difference in productions costs per each of the two technologies (Coal and Renewables), (ii) the avoided CO2 emissions by substituting Coal by Renewables and (ii) how much would this substitution cost.

The Energy Policy, Regulation and Statistics Division (PESR.1) of the African Development Bank invites Consulting Firms to indicate their interest in providing the above-described services. Interest eligible consulting firms or associations of firms shall provide information on their qualifications and experience demonstrating their ability to provide the services (documentation, references for similar services,

experience in comparable assignments, availability of qualified staff, etc.). The expressions of interest should follow the following format :

  1. Details of the firm or consortium (including nationality of the firms and contact person) and including DACON registration number1 (max. 1 page) ;
  2. Expression of Interest (max. 5 pages) detailing your strengths, expertise, approach and any information you believe relevant ;
  3. Experience in similar Assignments (max. 5 pages) ;
  4. CV of Key Staff members (max. 5 pages) ;
  5. Any additional document you believe relevant.

We suggest the firms to keep the submission below 20 pages.

The eligibility criteria, the establishment of a short list and the selection procedure shall be in conformity with the Bank’s Rules and Procedure for the Use of Consultants under projects financed by the Bank Group, May 2008 Edition, revised on July 2012 available on the Bank Website at http://www.afdb.org. Please note that interest expressed by a consulting firm does not imply any obligation on the part of the Bank to include it in the shortlist.
