REQUEST FOR EXPRESSION OF INTEREST FOR ENGAGEMENT OF CONSULTING FIRMS TO OFFER INTERIOR DESIGN & CIVIL WORKS FOR ACTUALIZATION OF THE CODING FOR EMPLOYMENT CENTERS OF EXCELLENCE IN NIGERIA

  1. The African Development Bank hereby invites Consulting Firms to indicate their interest in the following Assignment : Interior Design Works Management for the Coding for Employment Centres of Excellence in Nigeria ;
  2. The African Development Bank adopted the “Jobs for Youth in Africa” (JfYA) Strategy for the period of 2016 – 2025. This Strategy responds to the priorities in Bank’s Ten Year Strategy and the New Corporate Priorities. Creating productive jobs for the youth will help improve their living conditions, while providing the much needed human capital to transform Africa’s energy, agriculture, industrialization and regional integration efforts as outlined in action point agenda of cooperate priorities.
  3. The Bank has identified three strategic sector areas to prioritize its interventions and they include Information Communication and Technology (ICT), Agriculture and Industrialization. The coding for employment is one of flagship program under the ICT interventions ;
  4. In view of the on-going operationalization of the JfYA strategy, the Bank is seeking the services of a consulting firm to manage and support the interior design and civil works for the implementation of the final design of the Centres of Excellence under the Coding for Employment (CfE) program in This will involve the full interior design works (including civil works) to make all centres of excellence fully operational ;
  5. The works under this call will be located across Nigeria with 2 Centres of Excellence in Gombe and Kaduna State, 1 in Ogun State and the other in Enugu State. The consulting firm should therefore be able to deliver similar standard of works in all the above mentioned locations based on the agreed design ;
  6. The services to be provided by the consulting firm under this assignment include (but are not limited to) the following areas :
  • Civil works for Centres of Excellence infrastructure requirements in meeting with the specifications provided on the design to be shared.
  • Interior design works to meet the specifications as described by the design specifications.
  • Identify and manage all sub contractors required for the actualization of the required works
  • Hold weekly site meeting to track project and regularly update the bank on the progress of the project
  • Other general civil works
  • All the material required shall be supplied by the contractor as part of their scope and the owner shall not supply any materials. The Contractor shall have to make his own arrangements for storage, site office and labour camp for the entire job.
  1. The assignment is expected to commence in November 2018 for a period of 6 months with the 1st site being operational by December 6th, 2018.
  2. The Human Capital, Youth and Skills Development Department invites Consulting Firms to indicate their interest in providing the above-described services. Interested Consultants shall provide information on their qualification and experience demonstrating their ability to provide the services (documentation, references for similar services, and experience in comparable assignments, etc.)
  3. The Following mandatory documents should also accompany any submission in response to the Call for Expression of Interest
  • Certificate of Incorporation, Partnership or Business registration
  • Trading Certificate
  • Certificate of registration with relevant regulatory authorities
  • List of Directors, telephone, postal and email address
  • CVs of Senior Staff and Others as it may have been requested.
  • Organogram
  • Evidence of physical registered office (Attach miscellaneous receipt)
  • Audited financial reports
  • Bank statements
  1. The eligibility criteria, the establishment of a short list and the selection procedure shall be in conformity with the Bank’s Rules and Procedure for the Use of Corporate Consultants.. Please, note that interest expressed by a Consultant does not imply any obligation on the part of the Bank to be include in the shortlist.

Establishment of the short list

  1. A shortlist of three to six individual consulting firms will be established at the end the request of expressions of interest. The consultants on the shortlist will be judged on the following criteria on the basis of their submission :
  • Eligibility – Eligibility will access the company does not have any conflict of interest, does not have litigation history, and history of non-performance.
  • Compliance – company must comply to the local regulations
  • Company Capability – relevant resources within the company which includes the organisation structure, equipment, and technical expertise.
  • Past Similar Project Experience – relevant project experience of similar size and complexity in the past 7 years, added bonus is if company has experience in territory or education sector construction experience.
  • Projects at Remote Location – Company has experience in working at remote locations, and has successfully completed the project/s.
  • Financial Capability – the company have a sound financial standing, with good cash flows, and stability.
  • References – the company must provide at a minimum 3 references from Client or Consultants indicating successful completion of projects of similar size and scope
