REQUEST FOR EXPRESSIONS OF INTEREST

1. The African Development Bank hereby invites Consulting Firms to indicate their interest in the following Assignment: Provision of technical assistance to African countries on Value for Money in the health sector ;
2. The services to be provided under the Assignment are as follows :

The Value for Money (VfM) programme of the African Development Bank (AfDB) aims to contribute to the improvement of coverage, quality, equity and sustainability of social service delivery in Africa through various strategies aiming at improving the way resources are being utilized. As part of the VfM program, the Bank launched a call for proposals in selected African countries to finance technical assistance and related studies for piloting innovative Value for Money approaches in social sectors.

The objective of the assignment is to (i) assist 3 to 6 African countries in refining where appropriate, and implementing the proposals agreed upon by AfDB; and (ii) prepare related reports. Services to be provided under the assignment will ensure the delivery of the planned outputs through the provision of high quality expertise coupled with close oversight and backstopping.

The AfDB’s Public Health, Security and Nutrition Division invites Consulting Firms to indicate their interest in providing the above-described services. Interested eligible Consulting Firms or associations of Consulting Firms shall provide information on their qualifications and experience demonstrating their ability to provide the services (documentation, references for similar services, experience in comparable Assignments, availability of qualified staff, etc.).

3. The eligibility criteria, the establishment of a short list and the selection procedure shall be in conformity with the Bank’s Procurement Policy for Recruitment of Corporate Consultants. Please, note that interest expressed by a Consulting Firm does not imply any obligation on the part of the Bank to include it in the shortlist ;
4. The estimated duration of services is 9 months, to cover the implementation of country proposals, production of deliverables and completion of the audit exercise ;
5. Interested Individual Consultants may obtain further information at the address below during the Bank’s working hours: from 9 a.m. to 5 p.m.
6. Expressions of interest must be received by e-mail at the address below no later than 20^th November 2018 at 5 p.m. local time (GMT) and specifically mentioning “Provision of technical assistance to 3 to 6 African countries on Value for Money in the health sector”.
