The African Development Bank hereby invites Individual Consultants to indicate their interest in the following Assignment: Individual Consultants to set up the TIC Secretariat

REQUEST FOR EXPRESSION OF INTEREST

INDIVIDUAL CONSULTANTS: ASSISTANCE IN SETTING UP AND RUNNING THE TECHNICAL INVESTMENT COMMITTEE SECRETARIAT (PINS)

Dear Sir/Madam

1. The African Development Bank hereby invites Individual Consultants to indicate their interest in the following Assignment: Individual Consultants to set up the TIC Secretariat.

2. The services to be provided under the Assignment are described below. The consultants will assist the NSO Strategy & Transaction Support Team by providing their expertise in Setting up the Secretariat of the TIC.

 

Activities under the assignment include the following :

Develop templates for TIC’s reporting in line with its rules and procedures :

• Assist NSO Departments in the preparation of the sets of needed documentations to be submitted to the TIC ;
• Develop archive system of all decisions and recommendations undertaken by TIC and its sub-committees ;
• Assist in integrating the TIC’s activities in the ADB dedicated IT Platforms.

3. The NSO and Private Sector Support Department invites Individual Consultants to indicate their interest in providing the above-described services. Interested Consultants shall provide information on their qualifications and experience demonstrating their ability to undertake this Assignment (documents, reference to similar services, experience in similar assignments, etc…) ;

4. The eligibility criteria, the establishment of a short list and the selection procedure shall be in conformity with the Bank’s Rules and Procedure for Acquisition of Consulting Services funded by the Administrative or Capital Expenditure Budget. Please, note that interest expressed by a Consultant does not imply any obligation on the part of the Bank to include him/her in the shortlist ;

5. The assignment will be for a period of 6 months and the estimated starting date will be 26 November 2018 ;

6. Interested Individual Consultants may obtain further information at the email address below during the Bank’s working hours: from 09 :00 to 17 :00 hours ;

7. Expressions of interest must be received by email at the address below no later than Wednesday 7 November 2018, at 17h00 local time in Abidjan, specifically mentioning Individual Consultants to set up the TIC Secretariat.

Establishment of the short list

8. A shortlist of three to six individual consultants will be established at the end the request for expression of interest. To determine the shortlist, consultants’ resumes will be evaluated based on the following criteria :

Level of education in general	20%
Educational level compared to the field of mission	20%
Years of experience in general	20%
Number of years of experience relevant to the mission	40%
