Introduction/Background :

The African Development Bank hereby invites Individual Short-Term Consultants to indicate their interest in the following Assignment: Consultation on African Economic Outlook 2019 and statistical publications.

Objectives and Assignment :

The services to be provided under the Assignment include: (i) African Economic Outlook 2019; and (ii) Bank Statistical Publications 2019.

The activities of the consultant will be as follows :

African Economic Outlook 2019 :

  1. Review assumptions and ensure that the datasets and macroeconomic projections are validated and consistent.
  2. Review the projections with the country economists ;
  3. Consolidate and analyze the macroeconomic projections at the regional level and for sub-regional and economic groupings ;
  4. Undertake data forecasting mission to Bank regional country offices to review the projections with country economists where there are significant data discrepancies.

Bank Statistical Publications 2019 :

  1. Provide technical support for the African Statistical Yearbook (ASYB) and other Bank Statistical publications ;
  2. Review the data updates and ensure that quality and standards are met for dissemination in the statistical publications ;
  3. Check overall consistency of the datasets and lease with the printers for timely delivery of the publication ;
  4. Collect and analyze data on the High 5s to be included in the reports.

Qualifications :

The Statistics Department (ECST) invites Individual Consultants to indicate their interest in providing the above-described services. Interested Consultants shall provide information on their qualifications and experience demonstrating their ability to undertake this Assignment (documents, reference to similar services, experience in similar assignments, etc.).

The eligibility criteria, the establishment of a short list and the selection procedures shall be in onformity with the Bank’s procedures for the acquisition of consulting services. Please note that interest expressed by a Consultant does not imply any obligation on the part of the Bank to include him/her in the shortlist.

The estimated duration of services is 6 months and may be renewed on the basis of satisfactory performance; the estimated starting date is 15th March 2019.

Establishment of the Short list :

A shortlist of individual applicants will be established at the end the request of expressions of interest. The consultants on the shortlist will be judged on the following criteria on the basis of their updated resume.

TERMS OF REFERENCE FOR CONSULTATION ON STATISTICAL DATA MANAGEMENT FOR AFRICAN ECONOMIC OUTLOOK 2019 AND STATISTICAL PUBLICATIONS 2019

Overview :

The African Economic Outlook (AEO) is a flagship report of the African Development Bank and serves as a critical reference material for on Africa’s development. The Bank is currently preparing the 2019 edition of the AEO publication. The report contains country notes analyzing the recent economic situation and

medium-term prospects for each of the 54 African countries. The report also contains a statistical annex and a comparative synthetic analysis of African countries in economic and social terms, and discusses the role of African economies in the global economic context. Besides the main report, the Bank also produces Regional Economic Outlooks for Africa’s five sub-regions.

The Statistics Department of the Bank is responsible for the statistical work that involves coordinating data collection, validating the data with various sources to ensure a consistent dataset for each country and running the African Economic Model to generate a set of short/medium term projections that are analyzed and discussed in the overview chapter and in the country notes. The data are also used to generate the Statistical Annex and other Bank publications.

Tasks and responsibilities the Consultant :

The consultant will focus on the following assignments:

African Economic Outlook 2019 :

The main tasks of the consultant under this assignment will be:

  • Review assumptions and ensure that the datasets and macroeconomic projections are validated and consistent.
  • Review the projections with the country economists.
  • Consolidate and analyze the macroeconomic projections at the regional level and for sub-regional and economic groupings
  • Undertake data forecasting mission to Bank regional country offices to review the projections with country economists where there are significant data discrepancies.

Bank Statistical Publications 2019 :

The Bank is currently producing the 2019 edition of the following statistical publications:

African Statistical Yearbook (ASYB) and Pocketbook, Gender, Poverty and Environmental Indicators on African Countries, African Tourism Monitor and The Tracking Progress in Africa report.

The main task of the consultant will be:

  • Provide technical support for the ASYB and other Bank Statistical publications.
  • review the data updates and ensure that quality and standards are met for dissemination in the statistical publications,
  • Check overall consistency of the datasets and liaise with the printers for timely delivery of the publication.
  • Collect and analyze data on the High 5s to be included in the reports

 Required Skills :

  • Professional competence and at least 15 years’ experience, preferably in a regional/international  institution, working on socioeconomic data on Africa; including a thorough knowledge of macroeconomic modeling and the use of the AEO Model to run macroeconomic projections for African countries; and provision of technical assistance to on statistics to African countries ;
  • Good database management skills to manage and operate the Open Data Platform for data dissemination.
  • Proven ability in oral and written communication ;
  • Ability to work independently under tight deadlines ;
  • Excellent oral and written skills in English or French is essential. The ability to work in both languages is an asset.

Other abilities :

Great ability to provide timely results and the ability to use software (Excel, Microsoft Sequal Server, Open Data Platform, SDMX)

Duration and remuneration :

The consultant will be hired on a temporary basis for a period of six months from 15th  March 2019.

The total remuneration will be consistent with the Bank’s approved rates for international consultants.
