The Government of Liberia has received financing from the African Development Bank towards the cost of the Liberia Energy Efficiency Project and therefore intends to apply part of the proceeds of this financing for payments under the contract for an International Consulting Firm to provide Consultancy Services for Control and Supervision of Construction Works for Liberia Energy Efficiency and Access Project.

The objective of this assignment is to assist LEC to supervise and manage the contracts for the supply and installation of 66/22kV & 66/33kV Substations, 66kv transmission lines and 22/33/0.4kV distribution network contract. The consultant is also expected to assist LEC to witness the Factory Acceptance Testing (FAT) of the major equipment and materials. All the services shall be in close collaboration with LEC’s PIU. The objective of the supervision consultant is also to ensure (i) High quality construction works is achieved, (ii) All work associated with the project are carried out in full compliance with the design parameters and specifications, (iii) Social and Environmental requirements, safety and monitoring are carried out in accordance with the recommendations of the approved Feasibility Study and the Environment Impact Assessment and, (iv) Works are completed within the agreed timelines.

The Liberia Electricity Corporation (LEC) shall be the Implementing Agency and the Consulting Firm for the provision of consultancy Services under this contract are (i) site supervision during Construction period (construction, installation, testing and commissioning); (ii) management of Contractor and review of Contractor Submittals; and (iii) consultancy services during Defect Liability Period. The project will be implemented over a period of 38 man-months effort over twenty four (24) months period will be required to complete the assignment.

The Project Implementation Unit through the Liberia Electricity Corporation now invites eligible international Consulting firms to indicate their interest in providing the above services. Interested firms should provide information demonstrating that they have requisite qualifications and relevant working experience to perform the required services. The shortlist evaluation criteria shall also include:

  1. With at least 15 years of demonstrable knowledge and experience in the engineering design construction supervision and contract management of Transmission, Distribution (T&D) projects, including review of design, supervision of EPC contractor’s quality, schedule, environmental, safety and health compliance, verification of equipment quality, certification of variation orders etc. (relevant completion certificates and /or letters of recommendations from former clients to be provided if available);
  2. Must have in the last 10 years managed at least 2 similar T&D projects, one of which must have been in a South Saharan African Country, preferably in the West African Sub Region.
  3. Good reputation, strong institutional capacity and capability in terms of technical, managerial, expertise, quality management system, number of technical staff and financial soundness etc.

Eligibility criteria, establishment of the short-list and selection procedure shall be in accordance with the African Development Bank’s: “Procurement Policy for Bank Group Funded Operations” dated October 2015, which is available on the Bank’s website at http://www.afdb.org . The Borrower is under no obligation to shortlist any consultant who expresses interest Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications.

A Consultant/firm will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the Procurement Policy for Bank Group Funded Operations” dated October 2015.
