The Government of the Kingdom of Lesotho has received financing from the African Development Bank towards implementation of the Economic Diversification Support Project and intends to apply part of the agreed amount for this grant to payments under the contract for consultancy services for Value Chain analysis for potato in Lesotho.
The overall objective of the assignment is to identify strategic interventions and develop an effective implementation strategy to improving the production of potatoes in Lesotho based on a benchmarking assessment and findings in a similar agro-ecological climatic zone in the southern hemisphere preferably in South Africa.
The consultant is therefore expected to undertake a diagnostic study of the potato production sector in the country; and review the existing sector policies, legislation, and regulations to determine if they are in support of the growth of the potato industry. The consultant will also have to identify cultivars of potatoes suitable for growing in Lesotho and conduct an assessment of the production of potatoes based on a benchmarking study and develop a value chain analysis for the product. He/she will formulate strategies and interventions for production and marketing of potatoes by assessing the prevailing conditions, identifying challenges for growing, harvesting and marketing of produce; identify major issues that require resolution to facilitate growth of the potato industry; identify roles and responsibilities of pertinent stakeholders (including the Lesotho National Farmers Union and the Lesotho Potato Association) for the implementation of the strategic interventions; and prepare a detailed implementation plan including a budget, to help support growth of the industry in Lesotho.
The Ministry of Trade and Industry now invites eligible Individual Consultants to indicate their interest in providing these services. Interested consultants must provide CVs indicating that they are qualified to perform the services including description of similar assignments, experience in similar conditions, etc.
Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the Procurement Policy and Methodology for Bank Group Funded Operations, dated October 2015, which is available on the Bank’s website at http://www.afdb.org.
