Promotion of Investment and Competitiveness in Tourism Sector (PICTS) Project

CONSULTANCY SERVICES TO DEVELOP TOURISM INVESTMENT MASTER PLAN (CONSULTANCY FIRM)

  1. The Government of the Republic of Malawi through the Ministry of Industry, Trade and Tourism, has received financing from the African Development Fund (ADF) towards the cost of support to the Promoting Investment and Competitiveness in Tourism Sector (PICTS) Project. The Implementing Agency intends to apply part of the proceeds to finance payments under the contract for the consultancy to develop Tourism Investment Master Plan.
  1. Objective of the Consultancy

The objective is to develop a clear and concise 25-year National Tourism Investment Masterplan. The National Tourism Masterplan will provide direction to product development and diversification, infrastructure development, manpower development, community participation, preservation of nature, culture and heritage, marketing and promotion strategies, among others. Specifically, the Masterplan will highlight national priority projects for implementation by Government as well as the private sector.

  1. The services included under this assignment are:
  1. Conduct a review of the value chain analysis for each tourist region and identify opportunities for investment;
  2. Analyse the environment for investing and/or doing business in the tourism sector in Malawi;
  3. Conduct a comprehensive review of national inventory of tourism resources
  4. Conduct a review of the tourism supply for each tourist region;
  5. Conduct an assessment of tourism projects and the nature and scale of supporting infrastructure;
  6. Prepare overall Physical Plans for the tourism development zones specifying the tourism resources;
  7. Formulate a detailed investment promotional strategy for each of the tourism development zones;
  8. Review tourism statistics, reports, and studies and identify gaps for investment;
  9. Conduct an assessment of current and future tourist demand for the country and each region;
  10. Review studies and reports on tourism skills and knowledge gap analysis to determine human resource needs for proposed investment;
  11. Analyze the investor market for each tourist region, levels of FDI and domestic investment;
  12. Develop a compendium of tourism investment projects;
  13. Recommend generic prototype tourism accommodation units for Malawi;
  14. Develop a Tourism Investment Promotion Strategy and Plan for attracting domestic and international investments in tourism-related project;
  15. Review and recommend legal, institutional and public-private partnership arrangements for the tourism development and promotion in the development zones and;
  16. Conduct a review of the institutional arrangement for planning, processing and approval of tourism investment projects at local, regional and national level.
  1. Required Qualification and Experience
  • The duly registered consulting firm must have the following personnel;
  • The Team Leader with,
  1. Masters’ degree in Tourism, Development, Economics, physical planning or any other relevant fields. A Masters’ degree in Sustainable Tourism Development will be an advantage
  2. 10 years international experience in preparation of tourism plans, strategies and frameworks
  3. Those with demonstrated experience in similar tasks undertaken before in Eastern and Southern Africa will have an added advantage.
  • The team members should have a minimum of Bachelor’s Degree in their below areas of specialisation and at least seven years’ of professional experience. Team members with experience in similar assignments will be preferred.

  3. Tourism Product Development/Marketing Expert
  4. Human Resource Development Expert
  5. Economist/Investment Expert
  6. Natural Resources Management Specialist
  7. Culture Conservation Specialist
  1. The Ministry of Industry, Trade and Tourism now invites eligible consultants to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may constitute joint-ventures to enhance their chances of qualification.
  1. Eligibility criteria: establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s “Rules and Procedures for the use of Consultants” (May 2008 Edition, Revised July 2012), which is available on the Bank’s website at http://www.afdb.org. The Ministry of Industry, Trade and Tourism is under no obligation to shortlist any consultant who expresses interest.
  1. The estimated duration of services is 15 Months and the estimated starting date is January 10, 2019 or earlier than that.
