Promotion of Investment and Competitiveness in Tourism Sector (PICTS) Project

CONSULTANCY SERVICES TO DEVELOP ECOTOURISM STRATEGY

(CONSULTING FIRM)

 

1. The Government of the Republic of Malawi through the Ministry of Industry, Trade and Tourism, has received financing from the African Development Fund (ADF) towards the cost of support to the Promoting Investment and Competitiveness in Tourism Sector (PICTS) Project. The Implementing Agency intends to apply part of the proceeds to finance payments under the contract for the consultancy to develop Ecotourism Strategy.

 

2. Objective of the Consultancy

The objective of the assignment is to develop a clear Ecotourism Strategy for Malawi. The strategy will provide direction for product development and diversification, infrastructure development, manpower development, community participation, conservation of nature and preservation of cultural heritage as well as marketing and promotion strategies for Ecotourism.

 

3. The services included under this project are:

1. Conduct a Situation Analysis of the ecotourism in Malawi and its competition elsewhere.
2. Conduct a review of existing tourism plans, reports and studies in relation to ecotourism
3. Conduct an assessment of the existing ecotourism products
4. Develop ecotourism development guidelines for investment in general and protected areas and areas of outstanding natural beauty in particular
5. Assess and map each product with a framework that includes resource, market, economic and social criteria
6. Develop an Ecotourism Strategy with a clear vision and proposed (short, medium and long-term) action plans in the areas of product development, community participation, marketing and promotion as well as legal and institutional framework
7. Design collateral materials for ecotourism promotion

 

 

4. Required Qualification and Experience

• The duly registered consulting firm must have the following personnel;

• The Team Leader with,
  1. minimum qualification of a Master’s degree with bias inSustainable Tourism/ecotourism, at least 12years in ecotourism strategy development, demonstrable experience in project management

• The team members should have a minimum of Bachelor’s Degree in their below areas of specialisation and at least seven years’ experience,

1. A Cultural expert
2. A Livelihood Specialist
3. Environmental Management specialist
4. Tourism Marketing Specialist

 

5. The Ministry of Industry, Trade and Tourism now invites eligible consultants to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may constitute joint-ventures to enhance their chances of qualification.

 

6. Eligibility criteria: establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s “Rules and Procedures for the use of Consultants” (May 2008 Edition, Revised July 2012), which is available on the Bank’s website at http://www.afdb.org. The Ministry of Industry, Trade and Tourism is under no obligation to shortlist any consultant who expresses interest.

 

7. The estimated duration of services is 4 Months and the estimated starting date is November 31, 2018 or earlier than that.
