TERMS OF REFERENCE

Background :

Societies whose political institutions are more inclusive and participatory tend to be more peaceful and resilient, just as societies practicing exclusion tend to be more vulnerable to fragility and conflict. This reality is underscored by the importance of “Inclusion” in the 2030 Agenda, including through SDG16, SDG10 and SDG5. Inclusive political processes are crucial to sustaining peace and conflict prevention, as they contribute to remedying structural inequities and other root causes of conflict.

UNDP promotes credible and inclusive elections at all levels by supporting national efforts for  electoral reform; strengthen electoral management bodies to plan, monitor and budget for elections; support voter and civic education; coordinate electoral assistance; promote women’s participation as voters and candidates; encourage the political participation of marginalized groups; and support national mechanisms to manage electoral conflict and violence.

UNDP has over the years successfully supported Nigeria electoral processes since the advent of the 4th Republic in 1999 and its contributions to democratic development has been remarkable.  It contributed largely to successive improvements recorded by the electoral management bodies in the conduct of elections since 1999.  UNDP continues to promote activities that will promote free, fair and credible elections where the vote of every citizen counts and the vulnerable groups including women, youth and persons with disability are active participants.  The present call for proposal is part of UNDP’s support to strengthen democratic engagement and electoral processes in Nigeria. It aims to support the Independent National Electoral Commission (INEC) to successfully conduct the general elections scheduled for February 2019.

The civil society has a key role in ensuring that citizens participate in the electoral process through civic and voter education, sensitization and awareness creation, election observation and reporting, and to contribute to credible and acceptable outcomes of the election by the generality of the populace. This call for proposal, therefore, intends to fulfil one of the cardinal objectives of participatory democracy by strengthening civil society capacities to conduct civic and voter education, sensitization and awareness creation for citizens to perform their civic responsibilities in the upcoming general elections in Nigeria.  The call for proposal will also ensure that civil society effectively participate in election observation mission in the Osun governorship election.

As part of this activity the United Nations Development Programme (UNDP) hereby invites you to submit a Proposal to this Request for Proposal (RFP) for the above-referenced subject.

Your offer, comprising of a Technical and Financial Proposal, should be submitted in accordance with Section 2, through bidsubmissions.ng@undp.org  not later than 13th December, 2019 as indicated in procurement notices.

You are kindly requested to indicate whether your company intends to submit a Proposal by sending an email to procurement.ng@undp.org  if that is not the case, UNDP would appreciate your indicating the reason, for our records.
