REQUEST FOR EXPRESSIONS OF INTEREST

TO INDIVIDUAL CONSULTANTS

Dear Sir/Madam,

  1. We are pleased to inform you that the Department of Renewable Energy and Energy Efficiency of the African Development Bank (AfDB) will require the services of one Individual Consultant to provide analytical support to its renewable energy related work stream.
  1. Following your indication of interest and availability for such a role, you are kindly requested to submit your proposal in writing by 30 January 2019 (no later than 6pm Abidjan time) to the e-mail address mentioned in paragraph 11 below.
  1. The expected duration of the assignment is six (6) months and the location is Abidjan. The estimated starting date will be 11 February 2019.There could be a possibility for renewal based on performance and related operational and procedural considerations.
  1. You will find in Appendix 1, the Terms of Reference (TOR) of the assignment and the services requested. You are expected to state your relevant experience and provide your current Curriculum Vitae. In addition, please present your financial proposal regarding fees1 as a monthly lump sum amount in US Dollars.
  1. The proposals to be submitted by the selected consultants shall be evaluated on the basis of the following criteria:
a)  Educational qualification and suitability for the tasks30%
b)  Experience in assignment or related work described in the TOR35%
c)  Experience of working with the DFIs and international donors15%
d)Knowledge and experience in the African region10%
e)Language proficiency10%
  1. Only the proposals scoring 70 or above shall be considered for this assignment. All the consultants shall be ranked and the highest ranked consultant(s) will be selected for the said assignment if his/her fees are within budget limits.
  1. The consultant shall bear all his/her insurance and medical costs for the duration of his/her services.
  1. The consultant shall take steps to obtain the visas or certificates of residence required to perform his/her duties and fulfil his/her obligations under this contract. The Bank will assist the consultant in these tasks whenever necessary.
  1. Should you not be registered already in the Bank’s DACON consultant database, please register before submitting the proposal from the website provided below and send us your registration number (W code) with your submission. This registration is a pre-condition for consideration of your proposal.
  • Monthly fees, as required.

The eligibility criteria, the establishment of a short list and the selection procedure shall be in conformity with the Bank’s Rules and Procedure for Acquisition of Consulting Services funded by the Administrative or Capital Expenditure Budget. Please, note that interest expressed by a Consultant does not imply any obligation on the part of the Bank to include him/her in the shortlist.

Appendix 1: Terms of Reference for Energy Efficiency Consultant

  1. Introduction / Background

The Renewable Energy and Energy Efficiency Department (PERN) of the African Development Bank (AfDB) has the broad objective of promoting the development of renewable energy and energy efficiency along with clean cooking. The department has two divisions: Renewable Energy Division and Energy Efficiency and Clean Cooking Division. These two divisions have the overall responsibility for promoting Renewable Energy, Energy Efficiency and Clean Cooking throughout the continent working both with the public sector and private sector entities.

  1. Objectives of the Assignment

The Individual Consultant will be responsible for providing broad-based analytical and related support to the two divisions for work that contributes towards enhancing the enabling environment for renewables, energy efficiency and clean cooking – along with support for the preparation of related investment operations as required.

  1. Main activities and deliverables

The Assignment will include, but not be limited to:

  • Sector-wide and country-specific research of issues related to renewables, energy efficiency and clean cooking
  • Preparation of investment operations along with department staff and other relevant departments;
  • Review and quality assurance of project preparation/appraisal documents vis-à-vis technical requirements;
  • Dedicated support to the Desert to Power initiative related projects by supporting the Task Managers;
  • Undertake any other tasks that the Managers or Director may assign.

  1. Administration/reporting

The Individual Consultant will work under the overall supervision of the Division Managers in the Department.

  1. Duration and place of the assignment

Six (6) months, based in Abidjan

  1. Qualifications and Experience required

Education:

  • A postgraduate degree in Economics, Finance, Engineering or a related field. Relevant Experience and Skills:
  • A minimum of five years (5) years of relevant or related professional experience
  • Experience of working with donor institutions and multilateral development institutions in a similar capacity is desirable
  • Experience of private sector operating context is highly desirable
  • Ability to work autonomously and in teams, and in a multi-cultural work environment.
  • Excellent ability to communicate orally and in writing effectively in French or English, with a good working knowledge of the other language
  • Strong analytical skills.
