  1. The African Development Bank under the auspices of its Jobs for Youth in Africa Strategy 2016-2025 and with particular reference to its newly established Youth Entrepreneurship and Innovation Multi donor Trust Fund supported by Denmark and Norway (initial donors to the Fund) hereby invites junior consultants to indicate their interest in the following Assignment: Junior Consultant for Screening and Longlisting of the Youth Entrepreneurship and Innovation Multi Donor Trust Fund Applications
  1.  The services to be provided under the Assignment include: supporting the implementation of the activities of the Youth Entrepreneurship and Innovation Multi donor-Trust Fund (YEI-MDTF) by facilitating all activities in terms of screening and longlisting incoming applications for the 1) Enterprise Support Organisations, 2) Financial Intermediaries, and 3) Challenge Prize Competition Management focus areas of the YEI MDTF.
  1. The Human Capital Youth and Skills Development (AHHD) invites junior consultants with experience in managing and/or screening competitive calls for proposals within international organisations to indicate their interest in providing the above-described services. Interested eligible individual consultants shall provide a CV containing information on their qualifications and experience demonstrating their ability to provide the services. The CV should be in the format of the Model Curriculum Vitae in Annex II.
  1. The eligibility criteria, the establishment of a short list and the selection procedure shall be in conformity with the Bank Procurement Policy and Procedures for the Recruitment of Individual Consultants.

  1. The estimated duration of services is three (3) months but not later than 31st of January, 2018 and the estimated starting date is 10th of September, 2018.

YOUTH ENTREPRENERUSHIP AND INNOVATION MULTI-DONOR TRUST FUND

TERMS OF REFERENCE

Junior Consultant for Screening and Longlisting of the Youth Entrepreneurship and Innovation Multi Donor Trust Fund Applications

  1. BACKGROUND INFORMATION

 

THE BANK: Established in 1964, the African Development Bank is the premier pan-African development institution, promoting economic growth and social progress across the continent. There are 80 member states, including 54 in Africa (Regional Member Countries). The Bank’s development agenda is delivering the financial and technical support for transformative interventions that will significantly reduce poverty through inclusive and sustainable economic growth. In addition to providing finance, the Bank is Africa’s voice on global economic, financial and development issues, a role that has taken significant importance in light of increasing global integration and interconnected risks. In order to sharply focus the objectives of the Ten Year Strategy (2013 – 2022) and ensure greater developmental impact, five major areas, all of which will accelerate delivery for Africa, have been identified for scaling up, namely; energy, agro-business, industrialization, integration and improving the quality of life for the people of Africa.

 

THE COMPLEX: The Vice Presidency for Agriculture, Human, and Social Development is a Sector Complex focusing on the Bank’s Ten Year Strategy High 5s priority of “Feed Africa” and “Improve Quality of Life for the People of Africa”. The complex objectives are (i) to develop, policy and strategy; (ii) provide deep sector expertise to the Regions by gathering pool of experienced individuals who can be consulted to provide sector expertise on complex transactions; (iii) develop new financing instruments; (iv) the Vice President will act as the spoke person to represent the Bank with external stakeholders on aspects of “Feed Africa” and “Improve Quality of Life for the People of Africa”.

 

THE HIRING DEPARTMENT: The Human Capital, Youth and Skills Development Department spearheads the Bank wide Jobs for Youth in Africa Strategy implementation coordination as well as the achievement of the High 5s “Improving the Quality of Life of People in Africa”, while contributing to the other High 5s. The Department supports scaling-up the Bank’s support to strengthening the Jobs for Youth Flagship coordination and education, skills, employment, health systems and nutrition programming for industrialisation and economic transformation. The Department leads the Bank’s support to Africa’s economic transformation by: (i) developing and promoting the adoption of relevant policies and strategies; (ii) providing deep multi-sector expertise to the regional hubs by gathering a pool of experienced individuals who can be consulted to provide technical advice on complex transactions (Communities of Practice); (iii) developing new financing instruments; and, (iv) fostering strategic partnerships to leverage resources into the human and social development sectors.

 

  1. THE POSITION

The African Development Bank adopted in May 2016 the “Jobs for Youth in Africa” (JfYA) Strategy for the period of 2016 – 2025. This Strategy responds to the priorities in the Bank’s Ten Year Strategy and the New Corporate Priorities (High-5s), specifically the High 5 of Improving the Quality of Life for the People of Africa. Creating productive jobs for the youth would improve their living conditions and enhance their engagement in Africa’s growth and economic transformation. In November 2017, the Youth Entrepreneurship and Innovation Multi Donor Trust Fund (YEI MDTF) was set up to support the implementation of activities of the YEI MDTF that support the entrepreneurship ecosystem by providing technical assistance support directly to incubators, accelerators, governments and research institutions working with or on supporting youth led SMEs.

The Consultant for Screening and Longlisting of the Youth Entrepreneurship and Innovation Multi Donor Trust Fund Applications will be part of the Jobs team, which is responsible for the day-to-day management of the implementation of the activities of the YEI MDTF. The Consultant will lead in screening and longlisting applications to the YEI MDTF activities following competitive calls for proposals.

The Department is seeking to hire two (2) junior consultants for this role.

  1. KEY FUNCTIONS OF THE SCREENING AND LONGLISTING CONSULTANT

The Consultant will work closely with the Jobs Team under the general guidance of the Director of the Human Capital Youth and Skills Development Department and the direct supervision of the Jobs Coordinator, in charge of the implementation of the JfYA strategy.

SPECIFIC TASKS

The consultant will specifically support the implementation of the activities of the Youth Entrepreneurship and Innovation Multi donor-Trust Fund (YEI-MDTF) – By facilitating all activities in terms of screening and longlisting incoming applications for the 1) Enterprise Support Organisations, 2) Financial Intermediaries, and 3) Challenge Prize Competition Management focus areas of the YEI MDTF. Such activities will include:

  1. Establishing a tool for and cataloguing all received screening questionnaires and full applications;
  2. Deciding on whether the received screening questionnaires and full applications meet the requirements of the YEI MDTF focus area by filtering and based on the established eligibility and quality criteria;
  3. Give recommendations for submission that need to be improved in order to be considered (in cases of limited quality submissions);
  4. Document reasons of rejected, approved, and longlisted applicants;
  5. Document rejected applicants;
  6. Prepare and submit a list of eligible applicants as well as rejected ones, and communicate the two (2) lists to the YEI MDTF Coordinator/Task manager;
  7. Communicate to applicants outcome of their application;
  8. Document lessons learnt, opportunities and challenges to the YEI MDTF application process and make recommendations to improve future application process; and
  9. Other duties as assigned by the Coordinator/Task Manager.
  1. COMPETENCIES (Skills, Experience and Knowledge)
  1. A minimum of Master’s degree in a development field, social science, economics, or relevant discipline;
  2. Knowledge of ecosystem approaches of addressing youth and entrepreneurship issues in Africa, including considerable knowledge in enterprise support interventions and key financing options for business start-ups and business expansion;
  3. Excellent reading skills in English or French, with a working knowledge of the other;
  4. Ability to manage multiple, simultaneous and shifting demands/ priorities under tight deadlines;
  5. Results-oriented, organised, proactive, self-motivated and able to work both with autonomy and with a team in diverse national and cultural context;
  6. Experience in managing and screening competitive calls for proposals within Multilateral Development Banks. Experience in managing calls for proposal within the AfDB is strong advantage.
  7. Ability to develop strong working relationships with colleagues and contribute to the creation of a positive team environment; and
  8. Strong IT skills.

 

  1. REMUNERATION

The consultant shall be paid in accordance with the established rules and procedures of the Bank’s procurement rules regarding Junior consultants.
