  1. INTRODUCTION

The goal of the African Resource Centre (ANRC) is to help maximise the development outcomes derived from African natural resources. This will be done by providing independent advice and technical assistance to regional member countries of the African Development Bank Group. The aim is to ensure sustainable development and management of natural resources, while increasing the impact of the Bank Group’s activities in the sector. The Centre’s activities cover both renewable and non- renewable natural resources.

The ANRC’s scope of work is underpinned by the following pillars or core functions:

  • Advisory services and technical assistance to regional member countries of the Bank Group
  • Capacity building of natural resource management institutions
  • Knowledge generation on natural resources management
  • Advocating the sustainable development of natural resources
  1. POSITION INFORMATION

Reporting to the Senior Strategic Communications Consultant, the Junior Communications Consultant shall provide assistance to the department in communication, and in particular, by assisting in the preparation of external and internal events.

  1. DUTIES

The Junior Communications Consultant’s duties will entail the following:

  1. Support the preparation of internal departmental knowledge events, such as seminars and workshops, both for technical and logistical aspects. This will be in support of the department’s sector specialists.
  2. Support the preparation of external ANRC knowledge events, seminars and workshops, both for technical and logistical aspects, in support of the sector specialists.
  3. Assist in preparing various brochures, reports and other communications materials as needed.
  4. Assist in preparing key communications messages for the Centre.
  5. Assist in updating the Centre’s web portal.
  6. Perform other tasks as assigned by the Centre’s management.
  1. MANAGEMENT/SUPERVISION OF THE CONSULTANCY

The Consultant will work under the immediate supervision and overall guidance of the Senior Strategic Communications Consultant for this undertaking. The ANRC Director will have ultimate oversight of the the Junior Communications Consultant’s work.

  1. DURATION OF THE ASSIGNMENT

The Consultant will work on a full-time basis for a period of six months, from 1 October 2018.

  1. REQUIRED QUALIFICATIONS AND EXPERIENCE
  • At least a Master’s degree (or equivalent) in communication or business with a communication major
  • At least three years of post-graduate work experience
  • Hands on experience in dealing with all aspects of the corporate communication function
  • Experience in the organisation and management of international events
  • Experience in writing media statements and managing media relations
  • Competent in the use of Bank standard software (Word, Excel, Access, PowerPoint and web tools) and relevant communications software
  • Fluency in English with a good working knowledge of French
  • Good interpersonal skills, well organised, able to work independently with minimal supervision as well as part of a team
  • Excellent written and verbal communication skills
  • Must be a national of one of the member countries of the African Development Bank
  • As this is a Junior Communications Consultant position, the successful candidate should be under 32 years of age.
  1. REMUNERATION OF THE ASSIGNMENT

The Consultant will be hired for a period of six (6) months and paid a monthly sum following the schedule and conditions to be negotiated with ANRC. The consultancy will take place at the Bank’s premises in Abidjan, Côte d’Ivoire and requires regular full-time presence in the Bank’s offices. Field missions might occasionally be required. In such case, cost of travel and per diem will be covered in line with the Bank’s rules.
