Title of the assignment: Treasury IT specialist

Brief description of the Assignment: ASSISTING IN IT TREASURY RISK MANAGEMENT ACTIVITIES.

The consultancy services requested include the task of enhancing/maintaining the report framework of the division, developing in C/C++ and Summit STK to maintain the client source codes, working in collaboration with the cooperate IT department

Terms of Reference for: The Hiring of a Junior Consultant Treasury IT specialist

  1. Introduction / Background

The African Development Bank is a regional multilateral development bank whose shareholders include the 53 countries in Africa and 25 non-African countries from the Americas, Asia and Europe. The Bank was established in 1964 with its headquarters in Abidjan, Côte d’Ivoire. The Bank’s primary objective is to promote the economic development and social progress of its regional member countries, individually and jointly. The central goal of the Bank’s activities is promoting sustainable growth and reducing poverty in Africa. The Bank thus finances a broad range of development projects and programs

Background

The Treasury Risk Management Division (FIFM2) is responsible for the identification, measurement, monitoring and mitigation of market and credit risks in the Bank’s Treasury operations. In addition to the risk management activities, the Division ensures the timely reporting of the Treasury Department activities. The Division is therefore in charge of building an efficient control framework to ensure adherence to the Bank’s Assets and Liabilities Management (ALM) guidelines and to International Financial Reporting Standards (IFRS). Finally, in fulfilling its mission, the Division provides efficient information systems and analytical support tools to the Treasury Department to improve the decision-making process.

  1. Duties and Scope of Work

The Financial Management Department is looking for a Junior Consultant that will be responsible for assisting in a series of key assignments. The consultant will work under the guidance of the Manager of the Treasury Risk Management Division. The consultant will have the following specific deliverables:

Participate to Treasury IT projects

  1. Identify business requirements by engaging with the users and initiate new projects.
  2. Participate to the design of technical infrastructure architecture solutions and support teams to design, develop and implement new systems and off-the-shelf packages.
  3. Provide support to teams to migrate/upgrade systems and interfaces integrations to streamline treasury risk operations and minimize operational risks.
  4. Establish relationships with third parties by engaging discussions and surveys with software vendors to ensure benchmarking with the latest treasury technologies and cost efficiency.
  5. Maintain Treasury IT portfolio by monitoring the status and challenges of existing systems, on-going projects and future/prospective projects.

 

Maintain and support of Treasury Risk systems

  1. Work closely with the teams in the daily administration/maintenance of Treasury packages such as Bloomberg, Reuters, Tradeweb, Summit, Data License, ICE, S&P, etc.
  2. Develop tools/routines to automate some manuals activities to reduce the operational risk within the division.
  3. Propose changes to improve the cost-effectiveness and efficiency of Treasury operations by monitoring the state-of-the-art technology.
  4. Participate to the audit sessions, provide responses and implement solutions to audit recommendations.
  5. Assist the users of the treasury risk systems to ease their daily activities.

Perform any other duties as may be assigned.

  1. Requirements

The Junior Consultant should possess strong knowledge in computer science and information technology.

Eligibility criteria for the recruitment are:

  • Minimum of a Master’s Degree in Computer science or in a related discipline;
  • Good knowledge of IT tools (Visual Studio, PL/SQL, JAVA, C++, .Net, PHP, etc.) and Relational database management systems (RDBMS) such as ORACLE and SQLSERVER.

Competence in operation system and computer network;

  • Knowledge of treasury information systems (Bloomberg, Reuters, Tradeweb, etc…);
  • Competence in the use of Bank standard software (Word, Excel, Access and PowerPoint), preferably knowledge of SUMMIT;
  • Be a national of one of the member countries of the Bank;
  • A minimum of 2 years of relevant practical working experience in information technology and computer programing;
  • Be under 32 years of age;
  • Ability to communicate and write effectively in French and/or English, with a working knowledge of the other language;
  • Good team worker with excellent analytical, problem solving, time management and communication skills both written and verbal.
