Background

Achieving gender equality and women’s empowerment is considered a critical success factor towards realizing Agenda 2063. To achieve this the Women, Gender and Development Directorate (WGDD) developed the African Union Strategy for Gender Equality & Women’s Empowerment, Its operationalization will enable the AU to use its comparative advantage of an indisputable convener, relationship builder, influencer, and knowledge of the continent to bring as many African countries as possible to levels of gender equality recorded to date in several African countries.

This strategy is transformational in its outcomes with the aim of challenging the big ticket constraints on gender equality and women’s empowerment and leap frogging the AU into seizing the new global momentum for this agenda. These principles are enshrined in Article 4L of the AU’s Constitute Act and amplified in Aspiration 6 of Agenda 2063. It will therefore be implemented by the institutions and organs of the African Union (AU) and its partners.

As part of the operationalization of the African Union Strategy for Gender Equality & Women’s Empowerment, the African Union’s Women, Gender and Development Directorate (WGDD) will establish a Gender Equality Observatory, An Online Knowledge Management Platform (OKPM) to monitor its implementation. The Platform will also be used to monitor the implementation of regional and international instruments, including but not limited to the Maputo Protocol, the Solemn Declaration on Gender Equality in Africa (SDGEA), Agenda 2063, as well as resolutions and declarations adopted by various regional and international bodies.

This Online Knowledge Management Platform will be the African Union Gender Observatory (AUGO) to benefit AU Member States, Regional Economic Communities (RECs), AU Organs, partners and Civil Society Organizations (CSOs).

 

Objective

The overall objective of this project is to design, develop and maintain a dedicated one stop shop platform. This platform is envisaged to :

  • To stand as the most comprehensive and up-to-date source of information about ;
  • Member States efforts towards Gender Equality and Women’s Empowerment ;
  • Strengthen linkages between the African Union Commission, Member States, Regional Economic Communities (RECs), African Union Organs, Partners and Civil Society Organizations (CSOs).

 

Scope of Work

The consultant will be requested to :

  • Organize a needs assessment based on the available information provided by the

WGDD

  • Design and development of the online management platform ;
  • Develop a training and maintenance manual and train end users

 

Design and Development of the Online Management Platform

The Platform will be a mechanism for Member States, RECs and other Stakeholders to submit report related to the Gender Score card, Solemn Declaration on Gender Equality in Africa, with a provision within the platform to submit other reports on Gender equality and women’s rights.

The consultants will work WGDD to define all AU documents, reports to be display in the Platform and development of the online management platform in 3 phases as below:

Phase 1: Develop the Architecture of the Online Management Platform

The phase 1 of the project will consist of setting the architecture for the project which will have the followings:

The platform will have 3 access level with user name password.

Level  1  access  (Administrator,  WGDD);  with  the  authority  to  upload  all documents, set user name and password for all user, to edit and compile all submitted reports, the platform will not generate email addresses for user but will  have  the  possibility  for  user  to  have  their  email,  name,  organization

recorded with the possibility for the Administrator to send email to all users.

Level 2 access to view all submitted reports from level 3 user under their supervision, with the possibility to edit and compile reports prior to submission to the Administrator of the platform. They will have the possibility to register to event when invited. And the possibility to view all the documents in the Platform library.

Level 3 access, will be able to submit reports a to view all the documents in the Platform library

Phase 2: Finalise and Implement the Online Knowledge Management Platform

  • Design the online management platform as per the requirement in phase 1 and ;
  • other additional information provided by WGDD ;
  • Upon validation of the technical design, develop a version of the platform according to agreed parameters. The first version, will be reviewed and tested by WGDD and selected stakeholder groups.

Following testing and review by WGDD and other stakeholder groups, develop a final version of the platform integrating the outcomes of the testing and review of the first release. The final version will be subject to additional testing from a wider  set  of  stakeholder  groups,  including  Member  States  and  Regional

Community for feedback on usability, functionality and performance.

Develop and release official live version of the Gender equality Observatory, The online Management Platform incorporating input and fixes from the testing of earlier releases. The live platform will be officially launched by WGDD at a date and time to be communicated.

The platform will be developed with English and French version with the provision to have the possibility to have a version for two others languages in the future.

Phase 3 : Development of a Maintenance Manual and Training

The consultant will develop a user manual which will show the administrator how to manage and maintain the platform. Organize  training for internal and external stakeholders including WGDD, Member State and RECs, on the use of the platform. And train WGDD and the Management Information Service in regards to the maintenance of the platform the contractor should :

  • Develop  the  Online  Knowledge  Management  Platform  that  deliver  real ;
  • business in the shortest time ;
  • Program,  test  and  debug,  the  Online  Knowledge  Management  Platform ;
  • Addressing the systems performance issues and crashes before launch. Ensure the system is robust, reliable and user friendly ;
  • Design the training manual to train focal points of the 8 Regionals Economics ;
  • Communities (RECs), Members States (55 members) and WGDD staff ,
  • Using best practices and procedures, write the maintenance manual for the Online Management Platform ;
  • Ensure compliance with the African Union Commission organizational standards and policies in close collaboration with the Management Information System Department.

 

Facilities, Services and Resources to be provided by WGDD

This assignment will be managed by WGDD. This includes coordination and administrative support to the consulting team, liaison with external stakeholders, disbursements, travel facilitation and tracking the work plan of the consulting team. The coordination will be done through online and physical meetings as required.

 

Assignment Period

The assignment is for 30 working days over a period of 3 months.

 

Qualifications and experience

Education background : Bachelor degree in information system management or other relevant area

 

Technical skills

  • To have five years and above experience in similar project ;
  • Demonstrate ability to assimilate and analyze information efficiently and effectively. Extensive Knowledge of relevant programming languages and techniques ;
  • Experience in software and application development would be an added advantage.

It is essential that the candidate is competent in creating websites with WordPress, PHP, CSS and HTML5, Mysql The candidate should be able to modify the source code and write his own plugin and template when using WordPress.

Proven experience with web applications and programming languages such as HTML5, CSS, JavaScript, JQuery, PHP, JSON and APIs, Bootstrap, etc;

Knowledge of Linux and Apache configuration and maintenance;

It also essential that the candidate has knowledge to start a project by the beginning using PHP framework such as LARAVEL.

Experience in object-oriented programming in PHP and the knowledge of the MVC pattern should be more than necessary

 

Additional aptitudes

Demonstrate ability to communicate effectively and clearly in English or French

It is also desirable that he has additional qualifications in the design and production of websites.

 

Timing, duration and place of work :

  • This assignment is expected to start in November/December 2018 and will be for a duration of 30 working days over 3 months ;
  • The expert will work remotely with WGDD staff but will travel to AUC headquarters and other offices and RECS as required.

 

Remuneration

Payment will be a fixed amount of USD 20,000. This amount includes all of the Consultant’s professional fees, and profits as well as any tax obligation that may be imposed on the Consultant. This is a lumpsum contract. All travel related expenses will be covered by the AU in line with the Guidelines governing travel and DSA.

PROOF OF WORK DONE: Candidates are expected to share proof of work done through a link or any other method. Further interviews will be conducted with the best ranked candidates to confirm their understanding of the assignment and clarify their ideas. The AU may interview the high ranked candidates to further assess their understanding of this assignment.

 

Assessment of CVS

CVS will be assessed on the experience, education, skills and training as indicated in this TOR. The minimum score is 70 points.
