Since its creation in 2009, ALIMA has treated more than 3 million patients. Today ALIMA works in 10 countries in Western and Central Africa. In 2018 we plan to work in 41 projects including 10 research projects focusing on malnutrition, Ebola and Lassa fever. All of these projects will support national health authorities through more than 320 health facilities (including 28 hospitals and 294 health facilities). Alima intervenes in response to humanitarian crises and patients are at the heart of all our actions. We work in partnership whenever possible to ensure that our patients benefit from the best and most relevant expertise wherever it is, whether within their own country or in the rest of the world.

ALIMA’S team :

More than 1800 people are currently working for ALIMA. The field teams, closest to the patients, receive their support from coordination teams generally based in the countries’ capitals. These receive support from the 3 desk teams and the emergency and opening team based at the operational headquarters in Dakar, Senegal. The Paris and New York teams are actively working to raise funds and represent ALIMA. The rest of the ALIMA Galaxy includes individuals and partner teams working on behalf of other organizations such as  medical NGOs BEFEN, ALERT Health, SOS Doctors / KEOOGO, AMCP, research organizations PACCI and INSERM, Bordeaux or Copenhagen Universities, the INGO Solidarités International and many others.

Countries where we work in 2019 :

Mali, Burkina Faso, Central African Republic, Nigeria, Niger, Chad, Democratic Republic of Congo, Cameroon, Guinea, South Sudan, Mauritania.

The work we do :

Covers: Complete Paediatric Care package (Primary and Secondary Health Care) including treatment and prevention of Acute Malnutrition, Maternal Health,  Adult (Primary and Secondary Health Care) , Response to Epidemics (Ebola, Cholera, Measles, Dengue, Lassa Fever), surgery, Emergencies, and Gender Based Violence,.

Position location and position context :

  • The  Institutional Funding Manager is based in Dakar, Senegal, with regular travel in countries where we work and where our Institutional  partners are based ;
  • Projects are funded by institutional or private donors. ALIMA’s main donors are: ECHO, OFDA, DUE, MAE Fr (CDCS and CIAA), USAID, Gates and Elma foundations, and UN agencies (WFP, UNICEF, UNDP …) ;
  • The Institutional Funding Department is part of the Operations Department, under the responsibility of the Institutional Funding Manager, supported by a contract manager and a reporting officer. They support the desks in the management of fundings for ongoing operations.
  • Country Grant managers, reporting to Desk Grant managers complete the team. Desk Grant Managers report to each Desk Manager hierarchically and to the Institutional Funding Manager functionally.

Objectives :

Main responsibilities :

  • The Institutional Funding Manager is in charge of developing and managing ALIMA’s institutional donor funding strategy. He/she is responsible for carrying out this funding strategy and is involved for developing relations with new donors ;
  • He/she works to support country teams and Program Managers, under the responsibility of the Director of Operations ;
  • He/she ensures the representation of ALIMA to donors, especially those with a regional presence in Dakar. At the global level, he/she coordinates with other members of management to ensure high-level representation at donor headquarters and with other partners ;
  • In the countries where ALIMA intervenes, he/she works to support  the Heads of Mission (HoMs) and reinforce skills to define and roll out the operational funding strategy at the country level. The purpose of this support is to strengthen field teams and encourage them to seek funding and maintain relationships with donors at the country level.

 

COLLABORATION and DIRECT INTERNAL LINKS

The Institutional Funding Manager manages the grants team at headquarters and field levels. He/she supports and coaches the grants team in Dakar, specifically the Grants Managers on the desks, and manages the team of Grant Officers.

He/she is part of the Operational Support team.

He/she will also collaborate closely with :

  •   The finance team, specifically the Chief Financial Officer (CFO) and the Finance Operations Manager ;
  •   The Communication and Development Director, in matters concerning institutional donor visibility and the funding strategy for private funds such as foundations and high value donors ;
  •   ALIMA USA and ALIMA’s national partner NGOs (BEFEN, AMCP, Alerte Santé, Keoogo, SOS Médecin) regarding the funding strategy, grant management, and partnership agreements ;
  •      ALIMA’s senior management team.

Key responsibilities :

Coordinate funding sources for programs and relations with institutional donors :

  • He/she is in charge of developing relations with institutional donors and maintaining good relations with existing donors in liaison with the Director of Operations, the CEO and Program Managers ;
  • He/she identifies new donors who could fund ALIMA programs and oversees the development of a relationship with them for funding ;
  • He/she advises and proposes the funding strategy and the approach that is adapted to each donor ;
  • He/ she works closely with the Fundraising team in order to efficiently manage donors who are across both departments one way or the other.

Support Head of Missions on relationship management, representation and local funding strategy : 

He/she supports s the country teams, in particular the Head of Mission, Grants Manager, and Project Coordinator to strengthen and develop donor relations and to support the development of ALIMA programs in the country following the operational strategy. Thus, he/she travels regularly to ALIMA programs in order to meet the technical and financial partners in support of the country team in order to have an impact on how ALIMA coordinates with other actors in the country, and on funding prospects.

 Contribute to the development of regional/multi-country and innovation operational strategy alongside the Director of Operations :

He/she contributes directly to defining ALIMA’s operational strategy, particularly regional/multi-country, cross-border and innovation programs. Given his/her experience regarding funding perspectives and PTF programming, he/she supports the development of expressions of interest and project proposals, the funding strategy, and submissions for this type of project. He/she ensures negotiations with donors, alongside other members of the director team involved in these programs.

Plan and monitor global annual funding alongside the Chief Financial Officer (CFO) :

He/she coordinates with the CFO for to plan and monitor funding for the global ALIMA annual budget. He/she participates in setting goals for the year and monitoring the funding levels throughout the year.

Grants management :

He/she is in charge or ensuring quality grants management. In particular, he/she is in charge of respecting donor deadlines and the reporting requirements of each donor. Under his/her responsibility, the grants team must ensure that quality reports are produced that accurately reflect ALIMA’s programs, and respect donor templates, requirements and deadlines. He/she ensures that the grants team communicates with institutional donors and reply to their questions.

 Leader of the HQ grants team :

He/she is in charge of leading the HQ grants team: he/she recruits and trains the team, coaches them through regular advice and support while encouraging autonomy and organises regular team meetings and events. He/she is available to give advice, make an executive decision, or follow up on grants management, especially concerning strategic or sensitive topics. He/she writes the annual plan for the grants department with the grants team and suggests changes in set up in order to keep up with evolving needs.

Grant managers pool :

  • The Desk Grant managers follow the careers and evolution of the members of the grants team in order to ensure that people progress within ALIMA and recruit new members ;
  • The Institutional Funding Manager will provide sporadic support to the recruitment process, when necessary and arbitrate decision making when required.

 

Experiences & Competences :

Required :

  • Bilingue ANGLAIS et FRANÇAIS ;
  • 3+ years experience managing and supporting humanitarian or development grants requirements and implementation ;
  • Proven experience in managing & coaching geographically diverse teams ;
  • Strong project management experience, including organizational skills and attention to detail ;
  • Experience in developing new donors or sources of funding ;
  • Ability to synthesize complex and sensitive material and communicate it effectively to others ;
  • Strong interpersonal, written and oral communications skills in English and French ;
  • Willingness and ability to travel in-country (sometimes on short notice) up to 40%.

Desired :

  • Experience in Donor management with ECHO and or OFDA ;
  • Operational experience in medical humanitarian ;
  • Experience in West and Central Africa ;
  • Experience at the headquarters of an international humanitarian NGO.

Salaire / Indemnité :

Salary : this is an HQ position and as such is paid according to HQ compensation and benefits policies which are different from expatriate positions since the position and contract are long term

Total cash package: equivalent to 3090 Euros net, after tax

Benefits :

  • Five weeks annual leave per year as well as a recovery system for days spent on work travels; + one month paid break after 3 years at HQ ;
  • School annual enrollment fees for children from 2 to 18, according to the ALIMA HQ policy ;
  • Medical cover insurance including repatriation insurance for the employee and her/ his direct dependents, as per the definition of our insurer.

Additional benefits for International hires :

  • One round trip per year between Dakar and the employee’s country of origin for the employee and her / his direct dependents + one individual round trip ;
  • One-off relocation allowance at the beginning of the contract in Dakar, unless recruited locally ;
  • Travel costs between the employee’s country of origin and Dakar, Senegal, unless recruited locally.
