Since its creation in 2009, ALIMA has treated more than 3 million patients. Today ALIMA works in 10 countries in Western and Central Africa. In 2018 we plan to work in 41 projects including 10 research projects focusing on malnutrition, Ebola and Lassa fever. All of these projects will support national health authorities through more than 320 health facilities (including 28 hospitals and 294 health facilities). Alima intervenes in response to humanitarian crises and patients are at the heart of all our actions. We work in partnership whenever possible to ensure that our patients benefit from the best and most relevant expertise wherever it is, whether within their own country or in the rest of the world.

ALIMA’S TEAM: more than 1800 people are currently working for ALIMA. The field teams, closest to the patients, receive their support from coordination teams generally based in the countries’ capitals. These receive support from the 3 desk teams and the emergency and opening team based at the operational headquarters in Dakar, Senegal. The Paris and New York teams are actively working to raise funds and represent ALIMA. The rest of the ALIMA Galaxy includes individuals and partner teams working on behalf of other organizations such as medical NGOs BEFEN, ALERT Health, SOS Doctors / KEOOGO, AMCP, research organizations PACCI and INSERM, Bordeaux or Copenhagen Universities, the INGO Solidarités International and many others.

Context :

The humanitarian crisis in Nigeria’s northeast and the Lake Chad region is one of the most severe ongoing crises in the world, now entering in its ninth year and shows no sign of abating. In 2018, at least 7.7 million people are in need of humanitarian assistance in the worst affected states of Borno, Adamawa and Yobe, while more than 1.6 million people remained internally displaced in these three states in November 2017. 86% of internally displaced persons (IDPs) do not believe that the current context allows for a safe and dignified return, and nearly 1 in 4 IDPs have expressed their intent to settle in their current place of displacement instead of returning (OCHA HRP 2018).

An estimated 440,000 children under the age of 5 are malnourished across the 3 most-affected States (HRP, February 2018), while 47% of them are in Borno State (207,521 SAM children, HPC Nutrition Figures, November 2017). Furthermore, The Nigerian Cadre Harmonisé (November 2017) states that in Borno State alone 1,575,414 individuals were facing critical food insecurity. The Maiduguri Metropolitan Center (MC) and Jere Local Government Authority (LGA) are still categorized as “in food crisis” by the IPC (Integrated Food Security Phase Classification).

In 2017, ALIMA continued to implement projects in Muna Garage in Jere LGA, where ALIMA performs general consultations for children under 5 and provides Sexual and Reproductive Health (SRH) to pregnant and lactating women (antenatal and postnatal consultations). ALIMA partners with UNFPA to manage victims of sexual and gender-based violence (SGBV). An Outpatient Therapeutic Feeding Program (OTP) is also available for children under 5 suffering from severe acute malnutrition (SAM) in the clinic, where women and caretakers are trained to screen their children for malnutrition using the MUAC tape.

In Maiduguri MC, where ALIMA is working in partnership with the University of Maiduguri Teaching Hospital (UMTH), the Inpatient Therapeutic Feeding Center (ITFC) manages children under 5 suffering from SAM with medical complications in a 30-bed capacity building.

In the same way, ALIMA has continued working in Monguno in 2019 in 6 IDP camps (GGSS, GSSS, GDSS, Kuya, and Waterboard), in local host communities (Gana Ari, Abari, Bakassi) and in the Maternal and Child Health Center (MCH). In Monguno, ALIMA is the lead agency for the health and nutrition sector. In the IDPs camps and in the host communities, ALIMA delivers primary health care and OTP to children under 5. In the MCH, ALIMA provides sexual and reproductive health care including Basic Emergency Obstetric and Newborn care (BEmONC) and Comprehensive Emergency Obstetric and Newborn care (CEmONC) in Monguno General Hospital. For SAM cases with medical complications, ALIMA is running Inpatient Therapeutic Feeding Center in the MCH. In IPD center we provide health care services for all under 5 years and lifesaving services for above 5 years. ALIMA Monguno project support also the MOH in the management of outbreaks (Measles, cholera,.) by providing health care and mass vaccination campaign in the LGA.

Based in Monguno, a rapid response team conducted an emergency intervention in Baga and Doro towns (Kukawa LGA) in November 2017 to provide emergency OPD, OTP and SRH in 2 sites. The emergency team also responded to cholera outbreak from August to November 2018 in Maiduguri and Monguno, joining its efforts and coordinating its actions with the State Ministry of Health and partners.

In January 2018, ALIMA in partnership with Borno state government via ministry of rehabilitation, Ministry of Health and Hospital management board start the 3 years’ early recovery project funded by DEU and will be implemented in 4 LGA, Askira-Uba, Hawul, Ngala and Monguno focusing on strengthens of health staff capacity and rehabilitation of hospital and PHC.

ALIMA’s teams in Nigeria represents 392 National staff and 35 expatriates.

Mission and main activities :

Scope of responsibilities and accountabilities :
Defining, coordinating and monitoring all care and nursing related activities in the project and ensuring the daily management of the human resources, according to ALIMA’s  nursing protocols, standards and procedures, in order to warrant efficiency, quality and continuity of prescribed care :

  • Planning and organizing all nursing related activities (IPD, OPD, ITFC, ATFC, Maternity, nutrition, Outreach etc.) and participating in the definition of periodic planning and update of its associated budget in order to efficiently maintain the continuity of the standard quality healthcare. When needed, being responsible for scheduling duty rosters, shifts and on call of nursing staff ;
  • Oversee and monitor the rational use of medicines and the proper administration of treatments in step with ALIMA protocols ;
  • Oversee proper management of the pharmacy (inventory, orders, supervision of distribution).
  • Participate in handling international orders for medicines and medical supplies ;
  • Ensure that all administrative procedures and documents (individual patient cards and registration book, discharge forms, transfer forms, etc.) and existing data management tools are used correctly ;
  • Monitor adherence to hygiene procedures for materials (sterilization, waste disposal), rooms and equipment in general ;

  • Support the development and implementation of protocols and standards ;
  • Supervise the national nurses’ activities in liaison with the various departments in the hospital so as to ensure good nursing practices throughout the facility ;
  • Train, supervise and manage local nursing staff or community health providers through activities such as recruitment, defining job descriptions, capacity-building, briefing/debriefing and evaluation of staff ;
  • Coordinate the duty roster, shifts and on-calls of nursing staff ;
  • manager defines and implements, for the general hospital, material and organisational means required for guaranteeing the security, continuity and quality of health care activities ;
  • guides his management team (supervisors) in the organisation and coherent delivery of health care ;
  • coordination of health care services with the different actors in the structure (doctors, logistics service, administration, etc) ;
  • Checking that nursing care protocols and security and asepsis rules are followed by the health care personnel ;
  • Organising and supervising the work of his team members. Leading and organising regular team meetings. Organising the circulation of information within his team ;
  • Identifying personnel with potential within his team. Defining the training needs of his team with the project objectives in mind. Participation in the training of his team ;
  • Carrying out systematic (at least annual) individual reviews of supervisor under his responsibility ;
  • Participating in discussions on the running of the project and definition of objectives ;
  • Reporting to the line manager on any relevant information linked to nursing activities and participating in periodic reports according to guidelines ;
  • In close coordination with the HR department, planning and supervising the associated processes (recruitment, training, evaluation, development and communication) of the nursing staff of the project in order to improve staff capabilities and ensure both the sizing and the amount of knowledge required.

Expériences / Formation du candidat :

  • Registered Nurse diploma ;
  • Two years’ post-qualification nursing experience, preferably in the following areas: internal medicine, emergency room, pediatrics, neonatology, intensive care, geriatrics, surgery (versatile experience is required)
  • Recent clinical experience (at least one year within the last 24 months) ;
  • Diploma in tropical medicine (minimum eight-week course) or two months’ relevant nursing experience in a tropical environment; a tropical medicine diploma is not mandatory for specialized nurses in emergency or neonatology settings ;
  • IT skills (Excel, Word, PowerPoint) :
  • Fluency in English; any other languages are an asset (French, Hausa) ;
  • Available for a minimum of six months ;
  • Commitment to ALIMA’s work and values ;
  • Strong team player and strong team management skills ;
  • Willingness to work in all kinds of contexts worldwide, including unstable areas ;
  • Adaptable and able to work in a multicultural team ;

Salaire / Indemnité :

  • Contract term: contract under French law, 7 months, renewable ;
  • Desired start date: as soon as possible ;
  • Salary: Depending on experience:
    • Minimum net salary for non Europeans: 1 657 Euros per month, social contributions and taxes are the direct responsibility of the employee ;
    • Minimum gross salary for Europeans: 1 695 Euros per month, social contributions are deducted from the gross salary by ALIMA and paid to the relevant administrations, taxes are the direct responsibility of the employee ;
    • Perdiem.
  • ALIMA pays for :
    • Travel costs between the expatriate’s country of origin and the mission location ;
    • Accommodation costs ;
    • Medical cover from the first day of the contract to a month after the date of departure from the mission country for the employee ;
    • Evacuation of the employee.
