RECRUITMENT OF PROCUREMENT SPECIALIST
ANGOLA
ENERGY SECTOR EFFICIENCY AND EXPANSION PROGRAMME (ESEEP) PHASE I
The Government of Angola has received financing from the African Development Bank (AfDB) toward the cost of the Energy Sector Efficiency and Expansion Programme Phase I (ESEEP-I), and intends to apply part of the agreed amount for this loan, to payments under the contract for an Individual consultant for the position of a Procurement Specialist.
The services included under this Project are: to lead the procurement team in all related procurement activities, establish the procurement function, implement the Procurement Plan and train procurement staff. Specific tasks will include but are not limited to the following:
- Assist with the development of technical specifications for the recruitment of contractors, procurement of goods and services, participate in the elaboration of TOR for the recruitment of consultants, in coordination with the Project’s Coordination Office (PCO), ensuring adherence with procurement best practices and AfDB procurement requirements;
- Prepare tender documents and other procurement documents, using AfDB standard templates (or other formats acceptable to the AfDB) where applicable ;
- Draft invitation letters for tenders, play a central role in the evaluation of bids/proposals supporting the appointed Evaluation Committees and prepare the evaluation reports, contracts, and other documents necessary to implement the procurement activities of the Project ;
- Obtain or prepare all documentation necessary for requesting No Objection from the AfDB for the required procurement stages ;
- Organize, where applicable, conferences or meetings; notify interested parties; conduct meetings with bidders and provide, where applicable, clarifications in response to questions raised by Bidders in accordance with the procedures set out in the Bank’s Procurement Framework for Bank Group Funded Operations 2015 ;
- Monitor the quality, delivery deadlines and execution of contracts and alert the Project Coordinator and the Legal Department regarding any actions that need to be taken to avoid delays or other breach of contract clauses by the contractors.
The Candidate for the Procurement Specialist position should have :
- A Bachelor’s Degree in one of the following areas: Engineering, Management, or related fields. Post-graduation degrees and attendance of procurement related trainings is highly desirable ;
- At least ten (10) years of experience in procurement, with a minimum of 7 (seven) years in projects financed by the AfDB or similar multi-lateral institutions ;
- Knowledge of the concepts, principles and practices which govern international procurement, the contracting of consultant services, technical specifications in design, engineering and construction of facilities, etc ;
- Experience in the procurement of large and/or complex projects, including developing ToRs, bid documents, opening and evaluating bidders’ proposals, negotiating and managing large and complex contracts ;
- Experience with Energy, Industry or Infrastructure Sector Procurement is highly desirable ;
- Experience with Angolan (or other African Lusophone country) working environment is highly desirable ;
- Working knowledge of Portuguese and English is a requirement.
The duration of the services will be twenty-four (24) months.
Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s “Procurement Policy and Methodology for Bank Group Funded Operations” dated 2015, which is available on the Bank’s website at http://www.afdb.org.
