The WASH situation in the Equator and surrounding provinces is complicated with increased events of flooding because of climate change, the occurrence of infectious diseases like Ebola, COVID-19, Cholera, Malaria to name but few as well as the inflow of refugees recently from CAR. The recent outbreaks underlined the importance to overhaul the WASH infrastructures in Health centres, in schools, in rural as well as in Urban communities.

We are looking for motivated, and energetic professionals with a wide WASH competence and experience to help achieve further WASH goals in the country. Join our team and help create a better world for every child.

 

How can you make a difference?

Under the direction of the WASH Manager / Chief of WASH, in close coordination with other members and technical specialist of the WASH Team and other sections as appropriate, responsible for / support the development, planning, implementation, monitoring and evaluation of UNICEF’s emergency as well as developmental response in activities and results related to safeguard and improve public health of the affected population by ensuring access to safe drinking water, excreta disposal and promoting safe hygiene practices, including appropriate use and maintenance of WASH facilities and services; ensuring overall efficiency, effectiveness and delivery of results in accordance with UNICEF’s Core Commitment for Children in Emergencies (CCCs) and national and international humanitarian standards :

  • Under the framework of national WASH coordination platform/sectoral cluster, in conjunction with other WASH stakeholders and on behalf of UNICEF, support the overall analysis of sectoral needs and priorities and the definition of strategies and standards to ensure the delivery of safe drinking water, safe excreta disposal facilities and promotion of safe hygiene practices to affected population, in accordance to national and international humanitarian standards ;
  • Responsible for/support the definition of UNICEF’s response in the WASH sector (strategies, outcomes, target population) as per agreed standards and CCC’s benchmarks.  In coordination with other UNICEF’s relevant sections and divisions, and implementing partners, develop strategies, plans and capacities to reach target population with culturally appropriate and gender sensitive interventions ;
  • Incorporate Early Recovery and Disaster Risk informed approaches as integrated component of UNICEF’s response in the WASH sector ;
  • Assure in collaboration with the WASH section the definition and implementation of the most appropriate WASH response strategy to mitigate the risks related to the variety of Environmental Health risks in the area ;
  • Based on the identified needs and priorities and the local context, identify suitable ways for community engagement, and as appropriate, for participation in planning, construction, operation and maintenance of WASH facilities and services. This in a variety of contexts like schools, medical infrastructures as well as rural and urban contexts ;
  • Based on the identified needs, priorities and the local context; develop and implement strategies and plans to provide emergency sanitation facilities including handwashing and bathing/washing facilities, considering menstrual hygiene management aspects, to ensure people have access to a safe and dignified place for excreta disposal ;
  • Develop and implement strategies and plans to eliminate open defecation and to progressively improve sanitary conditions for affected returning / moving out from camps and other temporary settlements.
  • Within UNICEF, collaborate with :
    • Programmes and Emergency Sections to ensure integration of UNICEF’s response to the emergency as well as development goals, exploring opportunities for WASH to support and enhance the programmatic response in other sectors, including the provision of WASH services in schools and other child friendly spaces and institutions ;
    • Operations and Supply Sections, as well as with government authorities and other implementing partners, to establish and maintain sound internal controls, to coordinate financial and supply management requirements and ensure accountability ;
    • Communications and Programme Communication sections to ensure development of effective communication materials and strategies for advocacy, social mobilization and emergency programme implementation for the WASH sectoral response ;
    • In coordination with other members of the WASH team, explore possibilities to strengthen UNICEF’s WASH regular/development programme/intervention through recovery/reconstruction/stabilization activities.

 

To qualify as an advocate for every child you will have…

  • Advanced university degree or equivalent experience in Environmental Public Health, Civil Engineering, Programme Communication, Mechanical Engineering, Geology, Hydrogeology, or Sanitation Engineering, or other related field ;
  • A minimum of five years of professional experience in WASH-related programmes for developing countries is required. One year of deployment in a developing country is required.
  • Experience working with government agencies, local authorities, international organizations, NGOs and communities in the field of water, sanitation and, health and hygiene promotion ;
  • Experience working in Ebola, Covid-19, Cholera and Malaria outbreaks (vector control) ;
  • Experience implementing WASH/IPC interventions in Medical Infrastructure ;
  • Experience implementing WASH/IPC in refugee or displaced settings in rural as well as urban context ;
  • Fluency in English or French (verbal and written). Good written and spoken skills in the language of the humanitarian operation (French) and knowledge of another UN language an asset.
