Description

CARE Canada is currently seeking Country Directors for its Country Offices in Kenya and Chad.

Reporting to the Director of Country Presence, Relevance and Impact, the Country Director (CD) has the overall responsibility for the effective management of CARE International in the country consistent with CARE International’s vision and mission, core values and program principals, global program strategy and operational code.

The Country Director has overall responsibility and leadership of the Country Office’s (CO) performance by representing the CO with key stakeholders, guiding program development and implementation consistent with CI’s global strategy, ensuring effective and timely humanitarian response capacity, leading strategy development, change management and operational planning, and overseeing financial, operations and human resource management, including the safety and security of all CO and visiting CARE staff. The CD reports to CARE Canada’s Director of Country Presence, Relevance and Impact and receives support and oversight from the International Operations team.

The CD models and ensures systematic practice of CI values and new ways of working by fostering innovation, helping to build effective teams, coalitions and networks and encouraging on-going staff development to motivate and strengthen the organization’s resilience in the face of change. S/he promotes gender equality and diversity among CO staff and in programming.

In doing so, s/he:

  • Ensures that CARE’s role in the country is aligned with CARE’s global program strategy and continuously evolves to achieve the greatest impact and relevance in the operating context;
  • Positions CARE as a partner of choice and an influential voice in reducing poverty and social injustice;
  • Leads the organizational changes required to align to the CO’s Country Presence Review outcomes and CI’s global vision and strategy;
  • Leads and oversees the timely transformational changes required to align the CO to CARE International’s program priorities, advocacy strategy and operational models;
  • Lead, promote and oversees mainstreaming of gender issues in the Country program policies, strategy and program development;

 

What you offer:

  • University degree in a relevant discipline.
  • Minimum of ten years of experience in international development and humanitarian assistance;
  • At least five years of successful experience at the senior management level in overseas postings, in contexts similar to Kenya and Chad e.g. middle income country, competitive business environment; vulnerable to natural disasters  (experience in Kenya or Chad is preferred);
  • Proven experience in overseeing and leading transformation process,
  • Proven experience in leading multi-disciplinary and multinational teams especially in response to a major disasters;
  • Leading the review and reformulation of strategic plans;
  • Solid understanding of financial and budget management, and of best practice programming (expertise by sector would be an asset);
  • Proven abilities in decision-making and problem-solving including in emergency contexts;
  • Experience in security management; and
  • Flexibility and willingness to undertake local, regional and international travel.
  • Fluent (speaking, writing and reading) in English (for Kenya)  and French ( for Chad)
  • Advance knowledge of Excel and MS Word and Outlook

  • Master’s degree in relevant discipline
  • Fluent oral and written communication in local language.
  • Extensive experience with USAID, DFID/UK Aid, EU DEVCO, ECHO (DIPECHO), UN and private sector partnerships and contracts
  • Familiarity with accounting packages such as SCALA, SUN or others.

About CARE Kenya:

CARE has been operating in Kenya since 1968 working in close collaboration with multiple stakeholders to help enhance social justice and alleviate poverty in the country.  CARE Kenya reaches approximately 2 million people per year in the areas of gender equality and women’s voice, economic empowerment, health, food and nutrition security and climate change resilience, and humanitarian assistance. CARE uses a program approach to address the underlying causes of poverty for marginalized groups and works in collaboration with national and county governments, communities and development partners to implement programs and influence policies that reduce poverty and social injustice. CARE works with a range of stakeholders including the Government of Kenya, the private sector, local and international non-governmental organisations, community-based organisations and local communities to promote lasting change and innovative solutions to complex humanitarian and development challenges.

 

CARE Kenya is in the midst of a role and relevance review that will enhance the country office’s alignment to CARE International global outcomes and approaches, and has been identified as a candidate for transforming into an independent local entity and national member of CARE International. The Country Director is expected to provide strategic leadership in the analysis, planning and implementation of the organizational transformation.

 

Aperçu de CARE au Tchad

L’un des pays le plus importants mais aussi le plus fragile de l’Afrique, le Tchad, dont la superficie est de 1,2 million de km2, se classe au 184e rang (sur 187) au monde selon le critère de l’Indice de Développement Humain. Émergeant de plusieurs décennies de conflit, 60 % des 12 millions d’habitants du Tchad vivent avec moins d’un dollar par jour malgré les immenses ressources de pétrole et d’autres types de minerais précieux dont dispose le pays. La pauvreté est en grande partie rurale et frappe particulièrement les femmes. Quatre-vingt pour cent de la population dépend de l’agriculture de subsistance et de l’élevage. Ces moyens de subsistance sont rendus plus précaires par les changements climatiques et les sécheresses récurrentes, l’accès inéquitable aux ressources productives et le manque de contrôle sur celles-ci, ainsi que l’insuffisance des investissements. Les populations de plus de 700 000 réfugiés (et rapatriés) du Soudan, de la République centrafricaine et du Nigéria exacerbent la dégradation d’un écosystème et d’un environnement socioéconomique déjà fragiles.

CARE International est présent au Tchad depuis 40 ans et son cadre de programmation a évolué avec le contexte changeant de l’aide humanitaire et du soutien au développement. Avec un portefeuille de financement annuel d’une moyenne de 8 à 12 millions de dollars, l’appui de divers donateurs bilatéraux, multilatéraux et privés et un personnel local et international d’environ 130 personnes, le Cadre stratégique de programme de CARE pour le Tchad repose aujourd’hui sur trois piliers incluant : i) le changement climatique et la résilience, ii) les droits et l’autonomisation des femmes, iii) les mouvements de populations (réfugiés et rapatriés) et l’aide humanitaire; avec la gouvernance et l’égalité des sexes comme thèmes transversaux. En partenariat avec les organisations locales et par le biais de celles-ci, le rôle de CARE consiste à lancer des projets pilote innovateurs d’aide humanitaire et de soutien au développement, à reproduire à plus grande échelle les modèles ayant le plus grand impact, à renforcer les capacités et à faciliter l’engagement des OSC et d’autres institutions envers des politiques et une promotion des intérêts fondées sur des données factuelles.

Les programmes de CARE Tchad sont aussi intégrés dans la Stratégie régionale de résilience du Sahel par le biais du premier pilier de sa stratégie de programme, d’une participation active à l’équipe de direction de la stratégie régionale de résilience du Sahel et d’autres initiatives conjointes d’apprentissage et d’engagement avec d’autres bureaux de pays de CARE dans la région du Sahel.
