Job Description :

CARE International is an international NGO working in Somalia. CARE and its partners work with vulnerable communities to address the underlying causes of poverty and promote peace and development, as well as mitigating immediate suffering caused by drought, conflict and displacement.

CARE Somalia’s Urban Youth Program is currently seeking applications from experienced professionals to fill the position of Program Officer. The position will be based in Garowe with frequent travel to the field regularly for project implementation and technical support

Position Summary :

Under the overall guidance of the Area Manager – Inclusive Governance, the program officer will be responsible for day- to-day implementation of program activities in assigned geographic locations. S/he is a full time member of CARE Urban Youth staff in Puntland and will implement in collaboration with other program officers, senior program officers, area manager and the Youth Development Manager. S/he will plan activity implementation, monitor program activities on regular basis, mobilize and engage beneficiary communities, and coordinate with government ministries as well as local partners.

Roles &responsibilities :

Planning and Implementation (50%) :

  • Ensure proper implementation of EVC & GESI projects’ activities in assigned geographic locations, and ensure planned activities are executed on time according to project implementation plans ;
  • Involve and inform communities, community leaders, and other stakeholders about project goal, objectives, beneficiary targeting criteria, duration of project etc ;
  • Establish transparent with all stakeholders including government line ministries and local authorities and engage them in the project planning, monitoring and implementation ;
  • Ensure the programme is consistently using uniform messages from the Communications and Advocacy Plan ;
  • Organize events, meetings and campaigns to ensure that the advocacy plan is active and moving forwards ;
  • Collect and document project stories for sharing, learning and advocacy ;
  • Create a map of partners in the areas of each objective of advocacy plan ;
  • Engage partners in line with the advocacy and communications objectives and positively influence decision makers ;
  • Ensure that project procurement is properly planned and put into the Pamodzi system ;
  • Ensure continuous collection of data on gaps/priorities and that project activities address the needs of target populations ;
  • Maintain project visibility as required by the donor at all times ;
  • In close collaboration with communication team, ensure the media engagement activities are well implement ;
  • In close collaboration with M&E unit, ensure the media engagements tools are internally sensitized and used by the local partners.

Project Monitoring (20%) :

  • Conduct timely field monitoring visits to project sites to ensure activity implementation is always on track and any deviations are corrected ;
  • Ensure timely field assessment and surveys are conducted in all project sites and other locations as required from time to time ;
  • Prepare field assessment reports and share with Area Manager for review and approval ;
  • Provide updates on project implementation status and challenges on monthly basis ;
  • Ensure that there is an adequate level of community participation during project implementation
  • Collect,document and share program successes/impacts (success stories, photographs,etc.) throughout the program implementation period ;
  • Counter check proposed activities against tasks accomplished and take corrective measures where needed ;
  • Submit regular reports to Area Manager for review and onward submission.

Reporting(20%) :

  • Prepare activity reports on each activity implemented and submit the report to the Area Manager ;
  • Prepare,document and compile into a monthly progress report on project activities ;
  • Compile project implementation data from assigned area on a monthly basis and submit it to the Area Manager and the M&E coordinator ;
  • Document case studies and success stories in the course of your work with the program.

General responsibilities (10%) :

  • To bring into notice of the Area Manager discrepancies, serious incidents or any urgent information, which may need serious consideration regarding day-to-day project activities ;
  • To fulfill any additional assignments as deemed necessary by the organization.

Required Qualifications (minimum requirements) :

Experience :

  • Minimum Bachelor degree ;
  • Minimum 4 years of work experience in Somalia, Puntland and within the Somali context ;
  • Proven in depth and operational knowledge of Somalia with a particular focus on and Puntland context is required ;
  • Excellent understanding of Somali government, local government and traditional governance structures. Well-developed networks within Garowe/Puntland would be deemed an added benefit ;
  • Proven experience in development and maintenance of multi-stakeholder’s networks and proactive coordination experience ;
  • Demonstrable experience with advocacy/lobbying (NGO or other stakeholder) within a complex humanitarian context and at senior level ;
  • Capacity to plan and monitor resources.

Skills and competences :

  • Excellent communication, coordination and representational skills. Demonstrated leadership capacity and professional experience at a senior level ;
  • Demonstrated ability to make clear and articulate presentations (orally and in writing) of complex information. Strong analytical skills ;
  • Capacity to deliver in structured and timely manner within set deadlines ;
  • Demonstrated capacity to work with minimal supervision and maintain a high level of initiative and engagement. Demonstrated capacity to recognize when and where proactive action is required and to initiate timely and appropriate action ;
  • Excellent interpersonal skills and diplomacy and demonstrated ability to establish effective working relations with staff and other stakeholders. Demonstrated ability to work in a multicultural team and to coordinate with diverse stakeholders ;
  • Excellent knowledge of Microsoft Office tools (Word, Excel, PowerPoint, Outlook) ;
  • He/she must be able to exercise a large degree of common sense and personal discipline.
