Job description

Position Summary

The Emergency Education Support for Vulnerable Children (ESVC) project is funded by ECHO and implemented by three Consortium Members – CARE, Mercy Corps and DBG. The project targets seven regions, namely; Sool, Sanaag, Mudug, Bari, Galgadud, Banadir and Nugaal and is designed to contribute to increased access to quality and protective learning opportunities for out of school boys and girls.

Reporting to the Emergency Education Consortium Coordinator (EECC), the Project Manager will provide leadership in technical quality, sector coordination and strategic development of the ECHO funded EiE project. The position is responsible for direct management of project implementation as per approved project design, log frame and plan of action. The post holder provides technical support and leadership to the national senior Education Officers

Responsibilities and Tasks :

Job Responsibility :

1. Project Delivery :

  • Overall budget and technical responsibility for the development and implementation of the Emergency Education Support for Vulnerable Children (ESVC)-funded by ECHO ;
  • In close cooperation with the EiE Monitoring and Evaluation Coordinator, EiE Consortium Coordinator and Humanitarian Coordinator, develop steps and procedures for timely planning and implementation of all elements in the project ;
  • Work closely with Education Ministries (Puntland, Somaliland), Education partners as well as Community Education Committees (CECs) in the implementation of the project ;
  • Oversee project budgets in cooperation the CARE’s Finance unit and Humanitarian Program Managers, and ensure that activities are in line with budget lines and compliant with donor regulations ;
  • Communicate with and collaborate with Government Education Ministries, local authorities, implementing partners and other stakeholders for successful implementation of the project and to ensure synergy ;
  • Assess needs for capacity building among project staff, Education Ministry staff and community education committees ;
  • Ensure submission of quality and timely project reports as per the project donor agreement ;
  • Carry out assessments to inform project implementation and to identify areas of need in cooperation with national and local authorities.

2. Staff Management :

  • Directly responsible for the supervision and management of project staff, including Performance Appraisals ;
  • Identify /assess capacity gaps for further capacity building among staff ;
  • Provide coaching & mentoring to national staff based on individual development plans ;
  • Conduct regular project meetings with the project team.

3. Documentation and Reporting :

  • Prepare timely and accurate periodic reports as required by the EiE Coordinator and as required by the donor ;
  • Ensure to keep track of field based meeting and ensure timely follow up actions ;
  • Ensure project work plans are implemented, in line with the approved proposal.

4. Coordination:

  • Represent CARE to the Ministry of Education meetings at the field level, as well as at the Education Cluster meetings ;
  • Ensure the visibility of CARE amongst humanitarian, and government line ministries throughout the project.

5. Other duties:

Perform any other duty as assigned by the supervisor

Required skills and Knowledge

  • Bachelor’s degree, and preferably post-graduate university degree, in subject related to emergency education ;
  • At least 5 years demonstrated experience managing Emergency Education programmes, preferably in a conflict situation ;
  • Experience in complex emergencies or post-conflict settings, with experience working in a difficult security environment ;
  • Technical expertise or experience in key thematic areas such as child protection, child centered learning methodologies and capacity building ;
  • Experience in active participation in key coordination forums ;
  • Experience of applying relevant interagency humanitarian frameworks and standards in education in emergencies (for example INEE Minimum Standards) ;
  • Previous experience of managing a team. Proven capacity to supervise, train and coach staff ;
  • Previous experience of project management ;
  • Demonstrated monitoring and evaluation skills ;
  • A high level of written and spoken English ;
  • Experience working with local governments, communities and INGOs ;
  • Experience in budget management and tracking of expenditure.

Working conditions:

The Project Manager will be based in Garowe with field travels to support CARE program teams based in Bari, Sool and Sanaag. The Program Manager will be required to comply with and operate within the framework of CARE Somalia safety and security protocols.
