CIVIC is seeking highly qualified applicants for the position of Regional Monitoring, Evaluation and Learning Manager (MEL) who will be an integral part of the CIVIC Sahel program team reporting to the Regional Director, Sahel (RD) and working closely with Sahel countries’ team and HQ supporting teams.

 

Job Purpose :

Be the principal manager for CIVIC Sahel’s monitoring, evaluation and learning.

Location : Niamey, Niger

Travel : Up to 40% required (domestic and international)

Staff Reporting : MEL officer

 

KEY FUNCTIONS :

  • Provide technical leadership in CIVIC Sahel MEL, including technical leadership in design, development and planning of MEL deliverables ;
  • Develops tools for the design and implementation of MEL technical components for all CIVIC Sahel projects ;
  • Oversee the completion of all routine MEL activities for CIVIC Sahel ;
  • Work with program teams to analyze and utilize program data for program management to optimize effectiveness ;
  • Build MEL capacities of team members ;
  • Develop custom reports and analysis for different uses/audiences (including lessons learned briefs and donor reports) ;
  • Support development of data collection procedures ;
  • Guide and advise on data collection activities ;
  • Conduct data quality assurance checks ;
  • Act as the MEL Focal Point to CIVIC HQ ;
  • Work with internal CIVIC personnel as well as external evaluators on evaluations per donor requirements.

 

QUALIFICATIONS :

  • Advanced university degree in social science, political science, international relations, law, or a related field ;
  • 7-10 years of MEL experience ;
  • Ability to design and execute strategic and work plans ;
  • Experience in MEL Technical skills (i.e., setting performance indicators and targets, data collection schedules, data collection and validations) ;
  • Familiarity and experience with evaluation techniques and using findings in program design and planning ;
  • Experience in designing and implementing tools and strategies for data collection, analysis and production of reports ;
  • Demonstrated experience in managing and supporting implementation of project monitoring data and systems ;
  • Knowledge of data analysis (qualitative and quantitative) ;
  • Experience in projects in the field of conflict and security and/or protection ;
  • An effective policy thinker and public speaker ;
  • Excellent writing, analysis and editing skills in English and French ;
  • Poise, flexibility, discretion, and mature judgment to handle and respond appropriately and professionally in a fast-paced, high-pressure atmosphere and as a team member ;
  • Well organized, self-motivated, and able to conceptualize and implement programs in stressful environments ;
  • Experience in representing organizations in sensitive political and security environments, ability to maintain neutrality and impartiality in line with the organization’s mission ;
  • Excellent writing and analytical skills.
