Chemonics seeks a chief of party for USAID’s Office of Transition Initiative’s (OTI’s) anticipated project in Chad. This project will establish and manage a quick-response mechanism to support small grants, rapid programming, civil society and youth engagement, and community cohesion. We are looking for individuals who have a passion for making a difference in the lives of people around the world.
Responsibilities include:
- Lead strategic planning, management, and technical implementation
- Manage in-country relationships with OTI and work closely with OTI’s country representative to ensure that grant development and worthiness, implementation, management, monitoring and evaluation, and closing procedures are established and followed
- Oversee implementation of all project activities to meet target objectives
- Administer financial oversight procedures, ensuring compliance with OTI regulations
- Prepare annual work plans and progress reports and monitor their implementation
- Prepare and submit quarterly reports on activity progress and results to OTI
- Participate in regular field visits to project areas to ensure progress toward activity objectives and goals
- Serve as the primary liaison with OTI, local partners, and other stakeholders
- Supervise project design management and implementation
Qualifications:
- Minimum five years of experience in a senior role, leading and managing complex development programs and multidisciplinary teams in sub-Saharan Africa, preferably as a chief of party for a USAID project
- Relevant work experience in transitional and developing countries like Chad
- Experience engaging stakeholders, fostering collaborative learning and adaptive management, and understanding and addressing the needs of local communities
- Experience and familiarity with the environmental, policy, social, economic, and cultural context in the Sahel Region highly desirable
- Previous OTI experience an asset
- Experience with grants and financial management, including budgeting to track, report, and account for project activities
- Fluent French required; Arabic a plus
