After thirty years of steady decline, Mali’s health outcomes remain bleak. There was a marked increase in child mortality from 95 to 101 deaths per 1,000 live births between 2012 and 2018. Maternal deaths remain among the worst in the region with 587 deaths per 100,000 live births. The health system is broken and in need of significant reform. The weaknesses and decay in the health system are being exacerbated by the recent conflict in the Sahel, by a surge in population growth and changing demographics and rapid urbanization. These factors have exposed the most fundamental and legacy issue facing the health sector in Mali: the divestment by the Government on primary healthcare following the Bamako Initiative over two decades ago and the concomitant introduction of user fees. The current reform is focused on the repeal of the Bamako Initiative.

The Minister of Health has a bold vision and an ambitious goal of leading, managing and funding the restructuring of the entire healthcare sector over the coming years. Over the last six months, CHAI has directly assisted the Minister and his team with the formulation of the vision and scope of the reform, the resource mapping of the Primary Health Care (PHC) sector and modelling of the reform cost.

On February 25th, at the opening ceremony of the national workshop on the health systems reform, the President of Mali announced the first phase in the reform and restructuring of the Mali healthcare sector and approved the Minister of Health’s key reforms, most importantly the repeal of user fees for pregnant women and under five children, the provision of free family planning services and commodities and the creation of national and professionalized CHW cadre. Importantly, an increase of national budget allocation to health of at least 1% over the reform period to enable and sustain the reform costs was also announced, affirmed by the Minister of Finance and approved by the President. CHAI is currently aiding the Minister in the preparation of an implementation plan including the mobilization of resources from the donor community.

Position Overview:

CHAI is seeking a highly motivated Analyst with outstanding credentials and analytical ability to support the implementation of the reform. The Analyst will be based at the Ministry of Health (MOH) in Bamako and will interact with key stakeholders from the Government and the donor and international community in Mali.

The Analyst must therefore be fluent in French and have excellent relationship building and communication skills. They must be able to function independently with minimal oversight and have a strong commitment to excellence with a keen eye for detail.

This position offers a unique opportunity to work closely with a Government committed to universal access to health care through historical and innovative reforms.

 

Responsibilities:

The Analyst will work directly under the supervision of the Program Manager and in close partnership with the Ministry of Health and key stakeholders in the country, and collaborating with the government to:

  • Identify, plan, design, and perform both quantitative and qualitative analyses/benchmarking studies required to inform the deployment plan of the Reform ;
  • Develop and deliver compelling presentations to drive evidence-based and data-driven decision-making ;
  • Develop and deliver various strategic and operational documents and work products for the MOH ;
    Contribute to transform the Reform strategy to tactical and operational plans.
  • Devise and implement business process analysis and reengineering of pharmaceutical procurement and supply chain ;
  • Devise and implement digitalization strategy for Primary Health Care space including financial tracking and general management systems ;
  • Other tasks assigned by the Program Manager.

Experience / Qualifications :

  • Bachelor’s degree with at least 3 years’ work experience in a demanding private sector or public health environment ;
  • Self-starter with demonstrated experience launching new projects or initiatives ;
  • Strong quantitative, presentation, and writing skills, including fluency in MS Excel, PowerPoint, and Word ;
  • Excellent problem solving, analytical and quantitative skills ;
  • Exceptional interpersonal, written and verbal communication skills, and an ability to build professional relationships with key stakeholders, negotiate and achieve consensus ;
  • Ability to work on complex problems without extensive support and self-motivate ;
  • Ability to react quickly to ad-hoc requests while managing an existing workload and meeting deadlines ;
  • High level of proficiency in Microsoft Office, particularly Excel, PowerPoint, and Word ;
  • Fluent in English and French, proficiency in both written and verbal.
