About the role: This is a 36 month, new role with unaccompanied terms based in N’Djamena with frequent travels to the area of operations (40%) of DIZA programme (Sila, Salamat and Ouadai Regions), with a salary of Grade 4 €39,219 – €43,577.

Your purpose: In the framework of the DIZA programme Programme de Développement Inclusif des Zones d’Accueil au Tchad”,  Concern Worldwide has recently been selected as Consortium Lead for a programme whose overall objective is to improve the living conditions and the resilience of the local population, including refugees and returnees to the areas in Eastern Chad (Ouaddai, Sila, Salamat).

The Consortium Coordinator, as member of the Country Management Team, will be responsible to provide the programme strategic orientations and to ensure quality and effective implementation of the Action as well as the coordination of all Consortium members. He/she will be responsible vis-à-vis the Country Director of the compliance of the Action to donors’ guidelines and in order to ensure that an integrated multisectoral approach is applied in a setting of emergency and development.

Key tasks of this position include ensuring coordination among consortium member through the established coordination mechanisms and by including also the members of another Consortium (DIZA SUD and UNHCR), planning and implementation of the Action according to quality standards, as well as the management of the Consortium Coordination Unit.

He/She will report to the Country Director and will directly line manage an Admin and Finance Coordinator and an M&E coordinator dedicated to the DIZA programme. You will work closely with Concern’s Programme Director, Systems Director, Area Coordinator (Goz Beida), Programme Manager DIZA East, Country Financial Manager (CFM).

You will be responsible for:

Consortium Coordination:

  • Manage effectively the coordination between Concern and other Consortium members (FLM, ATURAD, ACRA, AJRPS, APLFT) as well as with other stakeholders working in the same sector (DIZA Sud consortium and UNHCR) and local authorities at government and local level.
  • Representing the consortium during public events/activities and appropriate coordination fora and report back to the relevant consortium groups on key decisions and outcomes.
  • Communicate regularly with the Country Directors of Consortium members on the Consortium activities.
  • Facilitate regular Consortium Committees meetings (Comité d’orientation stratégique, Comité de direction, Comité de pilotage) to discuss about the programme, ensure a joint planning and monitoring programme outcomes.
  • Draft and share joint planning documents and actions points/recommendations following the discussion with other consortium members.
  • Support the development of a coherent consortium strategy with all partners and promote approaches and methodologies harmonisation for consortium member, by facilitating learning/sharing opportunities within the consortium.
  • Coordinate the development of tools/templates linked to the programme (baselines, evaluation TORs, reporting etc).

Programme Management:

  • Planning, monitoring and programme quality
  • Design approaches and methodologies to implement the programme (including but not limited to technical specifications, beneficiaries identification and database, targeting).
  • In coordination with the programme managers/project managers of the consortium members, ensure the planning of the different implementation steps and defining programme priorities based on planned activities and the efficient use of resources.
  • Supervise the consortium activities in collaboration with partners and ensuring that quality technical standards are in place during implementation in all the regions.
  • Monitoring programme implementation and ensuring the activities are achieved within the agreed workplan.
  • Carry out regular field visits to targeted locations to check the programme status, identify issues and constraints and formulate recommendations and corrective measures.
  • Support programme review taking into consideration recommendations from donors visit, different coordination committees, internal and external audits, evaluation.
  • Coordinate the set-up of a knowledge management system in collaboration with consortium partners and the Consortium M&E coordinator.

2.2. Grant Management

  • Ensure contractual obligations are achieved in terms of planned outcomes.
  • Ensure compliance with donors’ guidelines and procedures by all the consortium members.
  • Consolidate narrative reports from consortium members into a single narrative report and manage the submission of donors report and documentation aimed at government/local stakeholders as well as internal reporting, in line with shared templates and procedures.
  • Prepare and submit documentation for programme amendment and budget amendment. Ensure every amendment is timely submitted in collaboration with consortium members.

Accountability:

  • Be responsible for coordinating and documenting accountability activities of Consortium members and tracking progress against the consortium accountability framework.
  • Ensure the programme is in line with Core Humanitarian Standards (CHS) by ensuring communication, information sharing within the programme and promoting participation of staff, beneficiaries and other stakeholders to all the steps of the programme cycle.

Human Resources, Training and Capacity Building:

  • Manage staff under direct line management within the Consortium Coordination Unit in order to create a conducive environment for the effective implementation of the programme activities.
  • Ensure Human Resources policy and Concern’s procedures (Security, Finance, Log,) are followed with particular focus in relation to Concern’s Code of Conduct and Associated Policies.
  • Contribute to the overall design of a plan for reinforcing the capacity of the Concern’s Chad staff engaged on DIZA as well as the other consortium members’ staff.

Finance, Procurement and Donor Compliance:                                                                               

  • Ensure, in collaboration with the Admin and Finance Coordinator, the overall financial oversight of the consortium budget and expenditure.
  • Ensure efficient and timely procurement of goods & services is carried out according to the workplan and in compliance with donor’s guidelines.
  • Ensure programme compliance to donor contract and partner agreements by Consortium members.
  • Collaborate with Finance and Systems teams in internal and external audits of the Consortium Programme.

 Your skills and experience will include:

Essential:

  • Appropriate qualification at Master’s degree level, such as public management, development, administration or a relevant social science.
  • Proven experience (at least 5 years) of managing and coordinating large grants, preferably in relation to complex and multisectoral programme and/or implemented through a consortium model of working.
  • Proven experience of working in an emergency setting or in a complex emergency.
  • Experience of working with major international donors, particularly EU.
  • Proven Experience of managing coordination mechanisms with multiple stakeholders, preferably within a consortium structure.
  • Excellent communication skills (written and spoken) and significant experience in reporting to institutional donors in both English and French.
  • Proven experience in managing a team of expatriates.
  • Significance knowledge of monitoring, evaluation and learning (MEAL).
  • Good knowledge of administrative, financial and logistic procedures in the framework of complex programming.
  • Strong experience of financial management and donor compliance processes
  • Ability to build and maintain effective relationships with senior representatives of donor, INGO and Government structures and to represent the consortium at national or international level fora.
  • Experience of working under stress and according to tight deadlines

Desirable:

  • Excellent written and spoken French and previous experience of working in English.
  • An understanding of accountability as applied within humanitarian and development programming; familiarity with the Core Humanitarian Standard and its application.
  • Previous experience of working in Chad.
