About the role :

This is a 12 month, new role with unaccompanied terms based in Manono, Tanganyika Province with a salary of Grade 3 (€35,811 to €39,790).

You will report to the Area Coordinator of Tanganyika and will work closely with the Programmes Director, Grants Manager, Base Manager and other ERNE (Enhance Response to Nutrition) programme staff.

We would like you to start on 1st April 2020.

 

Your purpose :

Set up and implement the nutrition programme (CMAM, CMAM Surge) in DRC through the ECHO funded ERNE programme, and provide strategic leadership, direction and overall coordination of the implementation of the ERNE programme in Manono, Tanganyika.

 

You will be responsible for :

Programme Development, Design & Leadership :

  • Provide strategic leadership and direction in Concern DRC in relation to the running of the ERNE programme ;
  • Retain oversight and co-ordinate the nutrition team, ensuring all ongoing activities are closely coordinated with Health, Public Health Engineering teams and taking pro-active responsibility for developing an integrated analysis and response to the situation ;
  • Ensure that the nutrition programme proactively addresses the nutritional needs of the catchment area whilst putting in place the ERNE programme ;
  • Ensure the nutrition programme produces all statistical and general reporting required and builds increasing predictive data systems appropriately timed surveys etc ;
  • Lead Concern’s nutrition programme team and work collaboratively with MoH in developing and implementing a sound plan and set up for CMAM ;
  • Act as the focal point within Concern and Ministry of Health (MoH) in developing capacity-building plans for MoH. Capacity building plans should include clinical training, logistics, reporting and management ;
  • Direct nutrition staff and work with health programme staff, MoH and communities to identify early warning indicators and develop preparedness/contingency plans for future nutrition crises ;
  • Ensure that the Concern nutrition programme and its work with the MoH incorporate emergency preparedness and readiness ;
  • Mainstream DRR (disaster risk reduction), HIV & AIDS and gender equity into programme plans and activities with support of Advisors ensuring all work carried out in a way that is sensitive to community needs and gender issues ;
  • Promote the application of SPHERE minimum standards for food aid, nutrition and food security in Concern’s nutrition programme, and ensure that programmes respect the NGO/Red Cross Code of Conduct, the People in Aid Code, and other Concern regulatory codes and procedures.

Representation, Advocacy & Research :

  • Represent Concern at external nutrition coordination meetings, working with other actors to ensure maximum impact of the programme. This will involve influencing and negotiating with MoH and other agencies/ actors, including sharing experiences with agencies ;
  • Seek out and build relationships with other agencies working in nutrition and planning integration and use this linkage in advancing coherent integration design between agencies and the MoH and ensure that such lesson sharing and learning is documented within the overall project to document the integration process ;
  • Oversee research, document internally, share experiences and lessons learned of CTC integration in a timely manner, disseminating within Concern Worldwide and external audiences as appropriate. 


Programme Support/Systems

  • Develop funding proposals for continued running of nutrition activities and carry out donor reporting of the CTC programme and regular reports for the Area Coordinator, as required ;
  • Manage the progress of activities and ensure budgets are appropriately monitored and spent in the nutrition programme (as per donor and Concern guidelines) ;
  • Manage staff according to Concern’s Performance Management systems. This will include supporting the team to set objectives, regular one to ones and performance appraisals and ensure that Concern’s values are reflected in the team’s personal objectives and team members are aware of and respect Concern Programme Participant Protection Policy ;
  • Promote good team work and a positive working environment within the Nutrition Programme and between other Concern DRC Programmes ;
  • Ensure that within the Community Health, SC and CTC teams, any staff changes are in line with Concern HR policy and the national labour law – in this proactively seek out support and advice from the Concern HR and Systems team.

Salaire :

€36,527 to €40,586 and benefits
