About the role :

This is a 24 month, new role with accompanied terms based in Niamey, Niger with 70% of the time scheduled and spent in the programmes areas of Tahoua, Tillaberi and Maradi, with a salary of Grade 4 €39,219 – €43,577.

The Consortium Coordinator is responsible for the overall management and the coordination of the DIPECHO Consortium project in consortia with Concern as the Lead Agency, Action Contre la Faim and COOPI. You will report to the Programmes Director and will also be accountable to the Consortium Steering Committee for performance. The Consortium Coordinator will be responsible to provide the programme strategic orientations and to ensure quality and effective implementation of the Action as well as the coordination of all Consortium members. Timely project activity Implementation through effective planning, monitoring, support to partners and contribution in the M&E framework development, required data collection and analysis will be also the main areas of assessing performance.

The Consortium Coordinator will directly line manage the Concern DIPECHO Project Manager and will work closely with the Project Managers of Action Contre la Faim and COOPI for the overall project implementation, and other staff within the consortium, other Programme Managers and all Senior Management Team (SMT) members within Concern.

Your purpose :

To manage and coordinate Concern Niger’s DIPECHO Project through an agreed strategy, grant management, monitoring / accountability / learning and ensuring cross learning within the Consortium. You will be the principal liaison between the Consortium members and with the donor (ECHO).

Project Management :

  • Manage the contractual obligations of the DIPECHO Project and to interface with the DIPECHO partners, other technical partners and the donor on behalf of the Consortium ;
  • Provide direction and guidance to the consortium project staff on compliance issues, procurement standards/requirements, and other administrative questions related to the project ;
  • Ensure uniformity in understanding of the project logframe, monitoring, funding and reporting requirements for the DIPECHO Project ;
  • Coordinate and facilitate monthly review meetings with the Consortium DIPECHO Project Managers and other key staff on project implementation and management issues, to enable a cross  organisational culture of effective learning and sharing ;
  • Coordinate and liaise with the consortium members to align their individual plans to the overall project plan. As and when necessary meet with the individual DIPECHO managers to support this process ;
  • Prepare monthly consortium progress reports by liaising closely with the consortium project and finance members ;
  • Responsible for collecting, reporting and communicating to the Consortium Steering Committee on progress and/or issues of project implementation ;
  • In consultation with the Steering Committee, take action, if required, to adjust project course to achieve the required results ;
  • Responsible for the preparation of the interim and final narrative reports ;
  • Respond to the donor request / Consortium Steering Committee for updates and/or additional information on the project implementation and deliverablesFinancial Management ;
  • Ensure that the action plans closely conforms with the project budget ;
  • Track utilisation and financial monitoring of Concern expenditures and keeping an oversight over the grant across the consortium ;
  • Responsible for the monthly analysis of the consortium budget, including monthly financial target settings and reviewing spends with Concern staff and consortium partners, especially on burn rate and variances ;
  • Assist in the preparation of the consolidated financial report as pert the contractual obligations ;
  • When necessary, take the initiative in leading the proposal/budget revision processes with the other consortium members ;
  • Ensure that the consortium members have specific plans for budgetary compliance.

 

Monitoring and Evaluation :

  • Coordinate with the consortium members to ensure M&E system of all consortium members is consistent to measure and achieve the indicators of the project log-frame ;
  • Ensure that the crosscutting issues (gender, disability, ethnic consideration, etc.) are prioritized while implementing project action plans ;
  • With the Consortium Monitoring and Reporting person, ensure monitoring data is regularly collected, analysed and reported to the line manager and Steering Committee, as well as to other stakeholders.

Ensure the work plans are on track and report deviations, if any to the line manager and/or to the Steering Committee as required :

  • Ensure appropriate reporting tools are developed, if not already in place to ensure reporting formats are understood and used by staff and partners and provide the information required for high quality donor reporting purposes. Provide regular feedback on reports ;
  • Undertake monitoring visits to the field sites locations covered by Concern and partners and provide feedback to partners ;
  • Write learning papers based on the project implementation and share with partners and stakeholders, to be incorporated into future preparedness and responses.

Liaison and Coordination :

  • Liaise with other NGOs, relevant government agencies and the ECHO country office to ensure coordination and learning across partners ;
  • Be responsible for the representation of Concern to consortium partners, donors, government, UN agencies and other NGOs in relation to the project.

Accountability :

  • Be responsible for coordinating and documenting accountability activities of Consortium members and tracking progress against the consortium accountability framework ;
  • Ensure the programme is in line with Core Humanitarian Standards (CHS) by ensuring communication, information sharing within the programme and promoting participation of staff, beneficiaries and other stakeholders to all the steps of the programme cycle.

Expériences / Formation du candidat :

  • Master’s degree in a relevant field or advanced degree in Development Studies, Disaster Risk Reduction, Nutrition or other related discipline ;
  • At least five years overseas experience in similar or related senior management position ;
  • Knowledge and experience of Disaster Risk Reduction Strategies and of Eearly Warning Early Action projects, preferably in Sahel region ;
  • Experience of programme development, budget management and participatory planning methodologies ;
  • Previous experience of managing and developing large teams and the ability to lead and motivate others; Strong training and mentoring skills ;
  • Experience in building relationships with government institutions and working with partners in a consortium ;
  • Experience of achieving results within difficult working environments ;
  • Strong team-building and capacity building skills, and the ability to work with culturally diverse groups of people ;
  • Fluent in French and English, including strong communications and interpersonal skills and the ability to interact productively with partners and stakeholders (community, government technical services and institutions) ;
  • Ability to organize, plan effectively, work under pressure often to strict deadlines ;
  • Good networking skills.

Dynamic, Self starter and flexibility :

  • Ability to work independently and manage a high volume work flow ;
  • Empathy with organisational goals.

 

We would also like :

  • Consortium management and/or coordination ;
  • Experience at researching and producing learning papers an advantage ;
  • Experience in security management in an insecure context ;
  • You to have a sense of humour ;
  • You to travel frequently to rural field locations and spend periods of time away from the capital in fairly basic conditions ;
  • You to have relevant computer software skills, including at a minimum, MS Office, etc.
