Description :

This is a 12 month (renewable), new role with unaccompanied terms based in Goz Beida (Sila Province) and with a salary of Grade 3 €35,811 – €39,790 per annual plus benefits.

 

Job Purpose

Concern Worldwide has recently been selected as Consortium Lead for a 3-year programme DIZA “Programme de Développement Inclusif des Zones d’Accueil au Tchad”,  whose overall objective is to improve the living conditions and the resilience of the local population, including refugees and returnees to the areas in Eastern Chad (Ouaddai, Sila, Salamat Provinces). The specific objectives of the programme are: (i) Supporting access to basic services and social protection mechanisms for all populations (indigenous, returnees and refugees); (ii) Strengthening the creation of economic opportunities in target communities; (iii) Strengthening local coordination mechanisms (accountability and governance) between communities, technical services and stakeholders.

The DIZA Programme Manager will be based in Goz-Beida, and will oversee the implementation, management and development of the Concern’s activities within DIZA Programme in Sila province eastern Chad. S/he will enhance programming and managerial skills of key DIZA staff on the programme team.

Under the responsibility of the Area Coordinator, the DIZA Programme Manager will manage a Programme Assistant and will work closely with the DIZA Consortium Coordinator, DIZA Consortium Finance Manager, Administrative staff, including HR, Logistics and IT functions, MEAL (Monitoring, Evaluation and Learning) Manager and CMT members.

The DIZA Programme Manager will closely liaise with Base Manager in Goz Beida in coordination of Logistics and in Security Management and will be member of Security Focus Group.

 

Main Duties & Responsibilities :

Programme Implementation

  • Ensure that the DIZA programme in Sila Province is implemented in accordance with program objectives above ;
  • Lead and participate in needs assessments in the Sila Province and develop plans for rapid and appropriate responses in consultation with the Consortium Coordinator ;
  • Oversee the planning and delivery of the DIZA programme in the Sila region in collaboration with consortium partner APLFT (Association pour la Promotion des Libertés Fondamentales au Tchad) ;
  • Co-lead cross-sectoral periodic programme reviews in collaboration with MEAL Manager in order to assess programme progress, capture lessons learnt and adapt programme strategies as necessary in accordance with Concern’s results-based management principles ;
  • In line with Concern Worldwide’s commitments under the Core Humanitarian Standard (CHS), actively promote meaningful community participation at all stages of the project cycle (planning, implementation, M&E) and ensure that a Complaints Response Mechanism is in place and is operational.

 

Donor Compliance

  • Review and prepare high quality narrative and financial reports on programme activities for the Sila province and share with Consortium Coordinator as per planning. Ensure that reports are in accordance with Concern policies/procedures, donor requirements and for other interested parties in collaboration with programme team colleagues ;
  • Be responsible for ensuring that donor strategy, donor guidelines, formats and processes are understood and being adhered to within DIZA programme implementation and procurement.

Representation

  • Manage the working relationship with the partner in the Sila Province ;
  • Ensure effective networking and coordination with relevant stakeholders, such as local Government authorities, other NGOs, and UN operating in the sector at field level in coordination with the Consortium Coordinator.

 

Human Resources

  • Identify project staff needs, ensuring that job descriptions are developed and well understood, properly qualified staff are recruited, inducted and trained as per the needs of the programme and the organisation ;
  • Manage the team under his/her responsibility with particular emphasis on capacity building of staff through mentoring, training, and ensuring that all staff have up-to-date descriptions and Performance and Development Review (PDR) process as per policy ;
  • Ensure that all staff are provided with the necessary support and advice to carry out their duties ;
  • Ensure that all staff in the DIZA programme team are aware of and comply with Concern’s policies and procedures ;
  • Ensure that work within the team(s) is planned and organised in a way which will meet the organisation’s needs in the most cost effective manner possible; ensuring that team members are given appropriate workloads and are working efficiently ;
  • Identify and take appropriate and timely action to fill resource gaps (create new roles or launch timely recruitment to replace a leaver).

 

Communications/Reporting

  • Contribute to the production of reports within Concern, Consortium Coordination Unit, for donors and other interested parties as appropriate ;
  • Support the preparation of ToR’s for external consultants/visits and any visibility materials.

Finance, Admin and Logistics

  • Monitor and manage programme expenditure and budgets, ensuring resources are optimally utilized and spending is in line with Concern financial procedures and Donor requirements ;
  • Liaise with the DIZA Consortium Coordinator, Field Logistician, and other Programme Managers, and Base Manager through coordinated planning to ensure efficient use of support systems.

Security

  • As member of Goz Beida Security Focal Group, ensure the DIZA programme team carry out their work in accordance with Concern’s security Standard Operating Procedures (SOPs) and the Security Management Plan (SMP) ;
  • Assist the DIZA Consortium Coordinator with security analysis through the sharing of important security information collected through field work ;
  • Participate in the revision of SOPs and the SMP when necessary and other security related duties when necessary.

 

Other Duties

  • Participate in country-level strategic planning initiatives and other duties as determined by line management ;
  • Contribute to organisational accountability initiatives, including overseeing the roll out of commitments of Concern under the HAP (Humanitarian Accountability Partnership) ;
  • Adhere to the standards of conduct outlined in Code of Conduct (CoC) with Associated Policies; the Programme Participant Protection Policy (P4), the Child Safeguarding Policy and the Anti-Trafficking Policy ;
  • Undertake other related duties as may reasonably be assigned by the Country Director or the line manager

 

Essential

Education, Qualifications & Experience Required :

  • Appropriate qualification at Master’s degree level, such as public management, development administration or a relevant social science ;
  • Proven experience (at least 3 years) of managing large grants, preferably in relation to complex and multisectoral programme and/or implemented through a consortium model of working ;
  • Proven experience of working in an emergency setting or in a complex emergency ;
  • Experience of working with major international donors, particularly EU ;
  • Proven Experience of managing coordination mechanisms with local partners and preferably within a consortium structure ;
  • Excellent communication skills (written and spoken) and significant experience in reporting to institutional donors in both English and French ;
  • Experience of programme design and PCM ;
  • Experience in managing staff ;
  • Good knowledge of monitoring, evaluation and learning (MEAL) ;
  • Good knowledge of administrative, financial and logistic procedures in the framework of complex programming ;
  • Good experience of financial management and donor compliance processes ;
  • Experience of working under stress and according to tight deadlines.

 

Desirable

Education, Qualifications & Experience Required :

  • Excellent written and spoken French and previous experience of working in English ;
  • An understanding of accountability as applied within humanitarian and development programming; familiarity with the Core Humanitarian Standard and its application ;
  • Previous experience of working in Chad.
