Reports to: Immediate report to WASH engineer, ultimately to Senior WASH Adviser 

Liaises with: Other units in the Strategy, Advocacy and Learning department, Country Offices, International Programmes Department and the Emergency Unit. 

Manages: N/A 

Job location: Dublin (preferred) or London with up to 40% travel 

Pay Band: Band 4 (€37,019 – €43,552) 

Contract: 1 year fixed term contract

Job Purpose: The WASH Officer will provide technical advice and support to Concern’s water, sanitation and hygiene (WASH) infrastructure projects, in order to improve the quality and sustainability of these projects.

 

Key Responsibilities:

• Provide support to ensure that WASH construction projects are implemented in line with donor requirements and in accordance with Concern’s WASH Engineering standards and WASH Strategy.
• Provide technical advice and support to all programme teams in planning and budgeting of construction activities, including supporting the development or assessment of engineering designs
• Conduct reviews of WASH Engineering designs, including analysing drawings, BoQs, and technical specifications for conformity; giving advice and approving, where appropriate, in consultation with the WASH Engineering Advisor.
• Carry out country visits to support in all elements of WASH construction projects
• Provide support to field teams to develop systems for monitoring the operation, maintenance and management of infrastructure, working with the monitoring and evaluation team.
• Support with the management of standard operating procedures for engineering works in Concern.
• Provide technical support to field staff for their community mobilisation work related to construction, the management of infrastructure and the promotion of hygiene and sanitation.
• Explore and promote innovative approaches to help ensure the provision of sustainable WASH services, to include at a minimum supply chain issues for spare parts, the funding of life cycle costs as well as operational management models.
• Support the development, dissemination and updating of Concern’s construction contracts, standardised technical specifications, standardised designs and the WASH Engineering Minimum Standards
• Provide support to field teams writing funding proposals and reports, etc.
• Participate in Rapid Emergency Response as necessary (including deployment for up to 6 weeks)

 

Skills and Experience Required:

Essential:

• Master’s degree in Civil/Structural/WASH Engineering
• At least 2 years total professional experience in the field of civil engineering (or similar) including WASH, and logistics, of which at least one year’s experience with an NGO/local organisation in low income countries on hardware components associated with WASH (water pumps, latrines, water treatment, water storage etc.)
• Experience in working with contractors, technicians, government technical staff and community groups
• Knowledge of contract management, including contracts such as FIDIC
• Understanding of the role of quality assurance and advisory functions and how they link and contribute to overall programme quality.
• Good collaboration and interpersonal skills with local, national and civil society stakeholders
• Knowledge of programme monitoring and evaluation
• Good understanding of development issues with emphasis on participation and sustainability
• Excellent report writing skills
• Word processing & excel skills, AutoCAD proficiency
• Common sense and team approach

 

Desirable:

• Practical experience of contract management with managing small scale infrastructure projects, under FIDIC or other standardised contracts.

• Experience in construction of non-WASH infrastructure in developing country settings such as schools, health clinics and roads.
• Fluency in spoken and written French
