Overview of position

Our client supports the Federal Government of Somalia in its efforts to assist with the rehabilitation and reintegration of vulnerable youth under the National Programme on the Treatment and Handling of Disengaged Combatants. Assistance is focussed toward capacity building initiatives for government ministries, the establishment of Transition Centres and programming to assist with return and reintegration.
As part of the support provided in Transition Centres across two districts in Somalia, beneficiaries receive regular psychosocial counselling, skills-building, case management and support with reaching out and reconciling with family and community members. Our client is recruiting a Consultant to assess the current gaps in programming and case worker capacity at the centres, improve and support the maintenance of a comprehensive case management programme in two Transition Centres in Somalia. The Consultant will further develop the capacity of case workers, other staff at the centres and Government counterparts to implement the programme, and report on progress.

 

Role objectives

The Case Management Coordinator will closely coordinate with our client, Rehabilitation Centre staff and Government counterparts from the Defector Rehabilitation Programme (DRP) in the implementation of the case management programme at the Transition Centres. The Coordinator will help improve the case management programme, build capacity of case workers at the centre, and coordinate the case management programme through regular oversight, on the job guidance and skills building of staff.
The Case Management Programme Coordinator will further incorporate the provision of regular psychosocial counselling to beneficiaries in groups, and one-on-one based on need. This will include training the case workers on the provision of psychosocial support, and overseeing the counselling process.
The position will be based in Mogadishu, with very frequent travel to Kismayo and Baidoa.
Key responsibilities of the Case Management Programme Coordinator will include:

  1. Assessment of needs and capacity gaps :The consultant will assess the needs and capacity gaps in the current case management system for beneficiaries at the Transition Centres. The services, to be incorporated in a holistic case management system, include psychosocial support ;
    counselling, livelihoods skills building, recreational activities, and support in reaching out and reconciling with family and community members. The case management system will include regular follow-up with beneficiaries to assess their needs and progress while in the centre, and during their six month reintegration period ;
  2. Making improvements to the current Case Management Programme :The Consultant will make improvements to the current case management programme based on his/her assessment and continuous discussions with beneficiaries, centre staff, Government counterparts and other stakeholders. The programme will incorporate the various services currently offered at the centres, and include a framework for assessing beneficiary needs, developing individualized care plans where needed, and monitoring beneficiary progress and changing needs on a regular basis ;
  3. Development of assessment and case management tools :The Consultant will develop effective case management and reporting formats and tools, to be used by psychosocial counsellors and social workers at the centre. This will include, but not be limited to ;
  4. Reviewing and making improvement as needed to the psychosocial assessment forms (in English and Somali) used during the beneficiaries’ entry into the programme, and during regular intervals in the course of their rehabilitation and reintegration to ;
  5. Assess their condition and needs at the start of the programme ;
  6. Uptake of various services offered at the centre and outside in the course of the programme ;
  7. Detect individual needs; and
  8. Develop individualized care plans as needed ;
  9. Psychosocial monitoring forms to be used by psychosocial staff at the centres on a regular basis, to assess the mental wellbeing of beneficiaries and their individual needs;The Case Management Programme Coordinator will help integrate the case management system with the current monitoring and evaluation system implemented at the centres ;
  10. Capacity building for the implementation of the Case Management Programme : Implement a series of trainings and capacity building activities with staff at the centres. This will include, but not be limited to:
  11. Provide training on the new case management programme, and associated tools, to ensure successful implementation ;
  12. Provide technical training and on-the-job capacity building to staff; this should be done through observation of staff performance, as well as weekly review of successes and challenges encountered ;
  13. Coordination of the Case Management Programme : The Case Management Programme Coordinator will oversee the implementation of the case management programme, monitoring its effectiveness, making improvements where needed, and providing regular technical guidance in the course of implementation. This will include ;
  14. Supporting the beneficiaries’ assessment process and development of individual care plans ;
  15. Weekly and ad hoc reviews of beneficiaries’ progress with the Case Workers ;
  16. Provision of technical guidance to the Case Workers, as well as direct psychosocial counselling to beneficiaries with complicated cases ;
  17. Regular reporting to DDR management on the Case Management Programme ;
  18. Perform other relevant tasks as assigned by the DDR Project Manager.

Key competencies

  • Demonstrable experience in clinical social work for a minimum of five years; relevant work experience in Somalia is a strong asset ;
  • Demonstrable experience in developing and implementing case management programmes ;
  • Educational background and experience in psychosocial counselling ;
  • Experience working with youth and vulnerable groups is a strong asset.Team management.

Fluent English & Somali (Maay is desirable).
