Overview of the position :

  • IOM is a leading partner in supporting the efforts of the Federal Government of Somalia (FGoS) to increase community resilience against violent extremism and prevent violent extremism among vulnerable groups. Assistance is focused towards capacity building initiatives for govt. ministries, community dialogues & information sharing, community empowerment programming & skills-based training. IOM’s efforts in this area are geared toward national ownership & undertaken in support of the Federal Government of Somalia’s (FGoS) National Program for Disengaged Combatants & Youth at Risk & in close coordination with UN & local partners ;
  • This position is located within the Disarmament, Demobilization & Reintegration (DDR) Unit of IOM Somalia. Under the overall supervision of the DDR Coordinator & the direct supervision of the DDR Project Manager, the Field Coordinator will be responsible in providing overall support to DDR in Kismayo or Baidoa. The successful candidate will coordinate DDR activities in either Jubaland or South West & lead the program coordination initiatives including, coordination & liaison with the regional level Ministry of Information & Communication, Ministry of Defence, Ministry of Youth & Sports, the United Nations Assistance Mission in Somalia (UNSOM) & local authorities ;
  • The Field Coordinator is expected to work closely with the field staff & ensure smooth implementation of the rehabilitation & reintegration efforts as well as straightening & building relationships with govt., implementing partners & other UN agencies. The Field Coordinator is also expected to provide contextual assessment & contribute towards improving the overall DDR program.

 

Role objective :

  • Monitor day to day operations of the center, including but not limited to monitoring the service delivery, education & psycho social services in support of the regular program M&E ;
  • Continuously monitor program quality & implement relevant accountability initiatives for rehabilitation & reintegration program ;
  • Work closely with the National Operation Officer to ensure the successful implementation of rehabilitation, reintegration & outreach efforts ;
  • Lead all the coordination meeting with regional govt. & local/international organizations ;
  • Assist the Program Manager & the Operation Officer in identifying program gaps, developing programmatic interventions & ensuring partner support ;
  • Build the capacity of the center staff in terms of coordination, collaboration & effective communication with other staff, govt. agencies & other organizations ;
  • Provide administrative supervision of Center Staff ;
  • Support planning & timely implementation of all activities & ensure adherence to IOM & donor policies & procedures ;
  • Coordinate implementation of strategic communication activities aimed at awareness raising & information sharing ;
  • Contribute to contextual analysis, donor reports & M&E requirements of DDR program in a timely manner for the purpose of ensuring quality, relevance & accountability to beneficiaries ;
  • Perform any other job-related duties as assigned/requested.

 

Project reporting :

This role works under the overall supervision of the DDR Coordinator & the direct supervision of the DDR Project Manager.

 

Team management :

This role will be responsible for leading the center team at Kismayo & Baidoa.

 

Geographical experience :

Minimum of 5 years of experience in Africa (essential).

 

Education :

Master’s Degree in Law, Political or Social Studies, International Affairs or a related field from an accredited academic institution with 5 years of professional experience or University Degree in the above fields with 7 years of relevant professional experience.

 

Experience :

  • Experience coordinating multiple projects simultaneously ;
  • Previous work experience in one or more of the following thematic areas a distinct advantage: DDR, PVE & CVE ;
  • Project experience related to two or more of the following topics: stabilization, govt. capacity building, livelihoods, community led recovery & conflict mitigation ;
  • Prior experience working with vulnerable groups in a highly complex conflict area, particularly in areas related to DDR, human rights, or peacekeeping ;
  • Experience working with various stakeholders including Federal & Regional Govt. as well as UN agencies, NGOs & donors ;
  • Knowledge of Somalia, including socioeconomic & political context is an advantage.

 

Languages :

  • Fluency in English is required ;
  • Working knowledge of Somali is an advantage.
