DanChurchAid (DCA) invites applications for a Food Security and Livelihoods (EFSL) Project Manager for the CAR programme. This is a non-family position based in Bangui with regular travel to field locations.

DCA has been operating in CAR since 2015 in large parts of the country primarily in the Capital and in North and Western Provinces. The activities are wide-ranging and include risk education (SALW/Hazardous Explosives), community safety/security planning, income generating activities, vocational training, community psychosocial support and conflict mediation, Non-technical Surveys and Community Liaison activities.

As the EFSL PM you will develop and oversee the implementation of DCA’s humanitarian response activities in CAR, especially within the framework of a project funded by the CAR Humanitarian Fund (HF). Under the direction of DCA CAR Senior management and in close cooperation with DCA HQ, you will also assist in designing Humanitarian response projects and securing funds within your sector of expertise. Amongst potential programmatic areas of interest to be further assessed and developed by the EFSL PM in close collaboration with the rest of the CAR DCA Team are protection, community psychosocial support (PSS), cash programming & income generating activities (IGA), non-food items delivery and livelihoods.

Main technical tasks and responsibilities include :

  • Conduct in-depth field needs assessments including in the field of livelihoods and protection ;
  • Participate to consolidating DCA’s presence in CAR and advise on partnership and programmatic opportunities ;
  • Monitor and ensure timely reporting on the implementation of all DCA humanitarian response activities in CAR in your area of expertise ;
  • Implement food security programs: cash and voucher programing, seed distribution, income generating activities ;
  • Humanitarian Programme Budget monitoring ;
  • Humanitarian Programme Team Management (approximately 15 – 30 national staff) ;
  • Ensure project compliance to DCA and donor requirements, and reporting ;
  • Coordinate, as requested by the DCA CAR Programme Managre, with relevant humanitarian fora, national civil society organisations, ACT member agencies, international NGOs, UN agencies, donors, national and local authorities and other stakeholders ;
  • Develop concept notes, project proposals and budgets and participate in all fundraising efforts. This includes project design and leading the development of project proposals, together with other members of the DCA team in CAR and DCA HQ ;
  • Provide capacity building and technical assistance to the implementing partners and/or DCA national staff with focus on accountability policy and practice, cash transfer programming, market assessment, NFIs and other areas, as needed ;
  • Provide inputs to DCA country strategy as relevant ;
  • Produce donor and internal reports and other program documents (4W, leflets, etc).

Additional responsibilities include :

  • Work within the framework of DCA’s core values, promoting its ethics and mission statement ;
  • Work as part of a team and liaise with other programmes/HQ to ensure effective communications across the organisation ;
  • Ensure familiarity with and adhere to all DCA policies and procedures ;
  • Participate in meetings, networks, seminars and conferences where relevant and beneficial to DCA and its mission and mandate ;
  • Undertake and apply learning from appropriate training and development programmes ;
  • Be a role model for diversity and inclusion, as well as a positive role model for contributing to the team spirit.

Expériences / Formation du candidat

We are looking for the following qualifications :

  • A relevant academic qualification, at Masters level or equivalent in development studies, sociology, agriculture, project management or other relevant topics ;
  • Minimum 3 years experience at senior level, preferably in complex humanitarian environments ;
  • Strong and proven experience in field need assessment in emergency and development, proposal and budget development for donors, donor reporting ;
  • Strong experience in food security and livelihoods programs including in cash programing, income generating activities and others food security and livelihoods approaches ;
  • Strong experience / involvement in coordination ;
  • Fluency in written and spoken French and English ;
  • Strong communications skills, both spoken and written ;
  • The ability to mentor, coach and develop staff ;
  • Experience with fund raising, networking, donor liaison and coordination ;
  • Strong analytical skills and capacity ;
  • Strong ability to plan, coordinate and lead processes that include multiple stakeholders and interests ;
  • Cultural sensitivity and adaptability – experience from the region is an added advantage.
