DanChurchAid (DCA) invites applications for a Peace Building & Armed Violence Reduction Project Manager (PB-AVR PM) for the CAR programme. This is a non-family position based in Bangui with regular travel to field locations.

DCA has been operating in CAR since 2015 in large parts of the country primarily in the Capital and in North and Western Provinces. The activities are wide-ranging and include risk education (SALW/Hazardous Explosives), community safety/security planning, income generating activities, vocational training, community psychosocial support and conflict mediation, Non-technical Surveys and Community Liaison activities.

As the PB-AVR PM, you will develop and oversee the implementation of DCA’s projects, primarily funded by the European Union (EU) and DANIDA, towards the strengthening of the civil society within the framework of the security sector Reform in CAR. Under the direction of DCA CAR Senior management and in close cooperation with DCA HQ, you will also assist in designing Humanitarian response projects and securing funds within your sector of expertise. Amongst potential programmatic areas of interest to be further assessed and developed by the PB-AVR PM in close collaboration with the rest of the CAR DCA Team are the further strengthening of CAR civil society in the Security Sector Reform (CS – SSR), armed violence reduction (AVR) and protection of civilians.

Main technical tasks and responsibilities include

Recruitment, training, capacity development and management AVR staff and activities :

  • Implementation of the of CS – SSR and AVR project in close collaboration with the civil society organizations and authorities in CAR (funded by the EU and DANIDA) ;
  • Assisting in the recruitment and training of CS – SSR and AVR staff in CAR, to deploy in support of DCA’s HMA programme in coordination with the DCA CAR Programme Manager ;
  • Undertaking on-going capacity building of the National Project Officer to take over responsibilities for planning of CS – SSR and AVR deployments, monitor and report activities to donors and internally and take lead on recruitment and training of new staff ;
  • Developing CS – SSR and AVR materials, in accordance with existing international operators and the EU and DANIDA as well as DCA guidelines, to ensure consistent and culturally and contextually appropriate intervention ;
  • Ensuring that all data from the CS – SSR and AVR activities are regularly entered into the OPS database ;
  • With the National Project Officer, developing and implementing M&E on all activities to ensure that DCA’s CS – SSR and AVR activities remain effective and have the greatest impact ;
  • Compiling regular reports internally to DCA, and externally to donors and providing inputs for DCA programme documents based on the CS – SSR and AVR data ;
  • Explore scope for Partner-implemented CS – SSR and AVR activities.

Development of CS – SSR and AVR and Community Safety Planning initiatives :

  • As directed by the DCA CAR Programme Manager who holds the overall fundraising responsibilities and the Program Development Officer, participating in designing and developing high quality donor proposals and budgets, expressions of interest and concept notes for CS – SSR and AVR & Safer Communities projects in line with the DCA CAR country strategy ;
  • Training and capacity building of existing human resources (CS – SSR and AVR teams) to be able to roll out CS – SSR and AVR and Safer Communities activities ;
  • Coordinating needs assessments, project design workshops and external stakeholder consultations to support project development processes ;
  • Undertaking CS – SSR and AVR and Safer Communities trainings for partner organisations and supporting partners in rolling out the toolkit ;
  • Leading on and supporting partner organisations in designing and implementing CS – SSR and AVR & Safer Communities projects, including Community Safety Plans ;
  • Developing CS – SSR and AVR & Safer Communities awareness materials, in collaboration with partners, to ensure gender and conflict-sensitive as well as culturally appropriate messaging ;
  • Developing case studies on impact of programme activities for donors and media purposes ;
  • Identify potential for expanding activities under the CS – SSR and AVR & Safer Community umbrella.

General

  • Work within the framework of DCA’s core values, promoting its ethos and mission statement ;
  • Work as part of a team and liaise with other programmes/HQ to ensure effective communications across the organisation ;
  • Ensure familiarity with and adhere to all DCA policies and procedures ;
  • Participate in meetings, networks, seminars and conferences where relevant and beneficial to DCA and its mission and mandate ;
  • Undertake and apply learning from appropriate training and development programmes ;
  • Be a role model for diversity and inclusion, as well as a positive role model for contributing to the team spirit.

Expériences / Formation du candidat :

We are looking for the following qualifications :

  • A relevant academic qualification, at Masters level or equivalent in development studies, sociology, law, project management or other relevant topics ;
  • Minimum 3 years of experience at senior level, preferably in complex humanitarian environments ;
  • Strong and proven experience in field need assessment and development, proposal and budget development for donors, donor reporting ;
  • Strong experience in peace building, social cohesion and security sector reform programs including participatory approaches ;
  • Strong and proven experience working with civil society and government authorities ;
  • Strong experience / involvement in coordination ;
  • Fluency in written and spoken French and English ;
  • Strong communications skills, both spoken and written ;
  • The ability to mentor, coach and develop staff ;
  • Experience with fund raising, networking, donor liaison and coordination ;
  • Strong analytical skills and capacity ;
  • Strong ability to plan, coordinate and lead processes that include multiple stakeholders and interests ;
  • Cultural sensitivity and adaptability – experience from the region is an added advantage.
