Grade : Mid level – Internationally recruited position

Background :

DRC has been providing relief and development services in the Horn of Africa since 1997. Using a human rights framework, the DRC Somalia operations focuses mainly on people who are affected by displacement, including refugees, internally displaced, and migrant.

Danish Demining Group (DDG) is a specialized unit within DRC which implements mine action and armed violence reduction (AVR) programmes. DDG’s mandate is ‘to create a safe environment free from armed violence and the remnants of conflict’, and DDG does this via a programmatic focus on four key sectors: Security Systems Reform, Small Arms and Light Weapons (SALW) management, Mine Action and Conflict Management.


Overall Purpose of the role :

This position will be responsible for overall management of the reception center and support of the Refugees during the arrival.


Responsibilities :

  • Managing the Berbera Center to receive the people fleeing from Yemen ;
  • Initiate proposal ;
  • Project officer can do other services when there are no arrivals at the reception Centre (able to support other projects and activities, provide information on proposals) ;
  • to provide monthly SitRep about the reception Centre activities on monthly bases ;
  • Ensure that the arrivals are fed three times a day ;
  • Ensure that the crowd is managed and arrivals get proper information dissemination ;
  • Compiling the 3 UNHCR reports (clarify type of reports)and share it with the DRC center manager on a daily basis (The Team leader will send to UNHCR on a daily basis) ;
  • Leading the pre-registration process in coordination with UNHCR field staff and under the guidance of the center Team leader ;
  • During the pre-registration conduct a rapid identification of the People with Special Needs (PSN) and refer them to CCBRS ;
  • Coordinate with CCBRS for interviews arrangements by them when identify cases for urgent referral or assistance ;
  • When not engaged in the pre-registration, work at the information desk and provide general information on the service providers inside and outside the centers in Somali and Arabic to the new arrivals ;
  • Ensure the guards at the gate keep the record of the visitors ;
  • Participate regularly in case management panel meeting for taking decision related to PSN ;
  • Supervise distribution of NFIs and wet feeding at the center.


Adherence to HAP standards :

  • Ensure continuous communication to and with beneficiaries in regards to project ;
  • Implementation, progress, evaluation and impacts of interventions ;
  • Ensure beneficiary involvement and participation throughout the project cycle ;
  • Ensure publicly available information on and explanation of the Compliant ;
  • Response Mechanism, the Humanitarian Accountability Framework and other ;
  • Relevant project related information.


Education, experience & technical competencies :

  • Degree in Social Science, Business administration, management or equivalent credentials from a recognized university ;
  • Certificate on protection related field is an asset ;
  • Previous experienceminimum 4 yearswith NGOs providing protection ;
  • Arabic and Somali and English speaking is preferable ;
  • Female candidate are encouraged to apply ;
  • Excellent organizational skills, self-motivated, proactive and able to accomplish set deadlines ;
  • Very honest and trustworthy person ;
  • Excellent computer skills – especially Excel spreadsheets and able to work with Formulas, Power Point and Word ;
  • Fluency in written and spoken English. Fluency in local spoken languages ;
  • Arabic language is preferable.

Conditions :

Availability : 17th April 2019

Duty station : Berbera

Reporting to : Program Manager

Duration :  8 Month and 14 days contract.

Contract : This position is graded as G5 (NM-H) for qualified national staff and the terms of employment will be in accordance with DRC terms for national staff.
