DRC has been operating in Iraq since 2003 and in Northern Iraq since 2010. It is currently implementing a broad range of activities relevant to conflict affected communities and persons. The activities are categorized in ten sectors: Shelter and Non-food Items, Water, Sanitation & Hygiene (WASH), Livelihoods, Protection, Mine Risk Education, Camp Coordination and Camp Management (CCCM).

 

About the job :

  • Under the supervision of the Shelter and Infrastructure Manager, the Infrastructure and Shelter Team Leader (WASH Team Leader) is responsible for the timely and high quality standard implementation of all DRC WASH and Shelter related programming in Tel Afar district ;
  • WASH activities vary and include Community Hygiene Promotion, WASH in camps, rehabilitation of water supply infrastructure (pump stations, pipelines, boreholes etc.), rehabilitation of WASH facilities in Schools and Public health centers and hygiene promotion, supporting the municipalities with restoration of the waste collection services and restoration of grey water channels ;
  • Shelter activities include rehabilitation of public infrastructure such as schools, health centers, markets and community centers, emergency repairs of private houses according to Sphere minimum standards, specification and distribution/installation of Shelter kits and seasonal NFIs and technical support and outreach to the Ministry of Urban Planning ;
  • Implementation modalities are through either markets-based approaches through cash for work, casual labour, cash or vouchers, or instead through private contractors.

Your main duties and responsibilities will be :

  • Under the supervision of the Shelter and Infrastructure Manager, the Shelter and Infrastructure Team Leader (WASH/Shelter Team Leader) develops a workplan for the implementation of all DRC WASH and Shelter related programming in Tel Afar district ;
  • Assigning tasks, projects and focal points amongst subordinates to manage team and workflow ;
  • Contribute to the capacity building of Shelter and Infrastructure team members by providing WASH and Shelter guidance at all stages of project design and implementation ;
  • In conjunction with the Shelter and Infrastructure Manager take responsibility for the overall quality and timeliness of the DRC WASH and Shelter related programming, including technically demanding Cash for Work projects ;
  • Support the Shelter and Infrastructure Manager in the prioritization of interventions by organizing and compiling high quality assessments of the target areas’ most vulnerable communities, needs and high impacts projects ;
  • Mobilize team members to actively consult and involve beneficiaries, partners, government line directorates, and stakeholders ;
  • Coordinate with the livelihoods team on technical Cash for Work projects to ensure overall project quality and fulfilment of all targets ;
  • Take the lead on communication and liaison activities with relevant project stakeholders as Directorate of Water, Directorate of Sewage, Ministry of Health, Ministry of Education, Contractors and Local Authorities (such as Municipality) in all stages of project design and implementation ;
  • Act as DRC representative at Tel Afar districtWASH and Shelter Cluster level ;
  • When relevant, liaise with partners on project updates, site visits and other communication ;
  • Make sure that the Monitoring, Evaluation, Accountability and Learning activities are timely conducted by mobilizing and supporting the MEAL team ;
  • Liaise directly with the Supply Chain department to follow up on the status of Procurement Requests for all materials or services needed to allow proper continuation of the activities ;
  • Proactively identify solutions and take action to resolve issues with Key Stakeholders, after consulting the Shelter and Infrastructure Manager ;
  • Supervise closely all stages of project implementation in order to make sure that all relevant governmental and humanitarian technical standards are being met as per agreed specifications in BoQs ;
  • Verify and validate all WASH and Shelter related BoQs ;
  • Lead on the technical design of WASH and Shelter activities, and ensure they are implemented successfully ;
  • Support the Shelter and Infrastructure Manager in monitoring project budget and timely report potential risk of under/over spending  ;
  • Contribute to planning, budgeting, design of new WASH projects, as well as Shelter projects;
  • Promptly communicate administrative, HR and other issues to the Shelter and Infrastructure Manager and proactively suggest solutions ;
  • Ensure that all required project documentation is properly recorded, filed in soft and hard copy ;
  • Conduct performance review and appraisals of contractors and subordinates ;
  • Supervise closely and support the Shelter & Infrastructure team members to ensure that the WASH and Shelter Programs are implemented successfully ;
  • Develop project interim and final reports by collecting and consolidating all the necessary information from Shelter and Infrastructure team members and other relevant departments, such as the MEAL department ;
  • Proactively identify opportunities for process improvement through generation of technical guidance, lessons learned, standard operating procedures ;
  • Ensure the respect of DRC Code of Conduct and DRC’s zero tolerance policy of Sexual Exploitation and Abuse (SEA), humanitarian principles and contribute to the integration of Protection and Age, Gender, Diversity (AGD) mainstreaming into DRC programming ;
  • Undertake any other duties that may be assigned by the Line Manager .

 

About you :

To be successful in this role we expect you to have the following :

Essential qualification :

  • 3 years proven work experience in supervising construction projects including WASH / Shelter infrastructure and previous INGO experience implementing Shelter/WASH activities. Experience in distributions is an asset ;
  • Significant experience of integrating hygiene promotion actives into projects ;
  • Proficiency in the following computer programs: MS Excel, MS Word. AutoCAD is a plus ;
  • Strong organizational, supervisory and interpersonal skills and proven ability to work in a complex multicultural environment ;
  • Proficiency in spoken and written English and Arabic is essential ;
  • Experience in site supervision and management/coordination of large teams in a challenging environment ;
  • Understand the needs and requirements of international donors and local authorities ;
  • Willingness and capacity to work in the field and travel frequently to project sites when needed ;
  • Willingness and capacity to work outside of regular working days (national holidays or extra hours) in case of emergency response ;
  • Ability to work sensitively with vulnerable people, taking into account gender, age and diversity ;
  • Demonstrated ability to build a team and lead it to achieve joint objectives ;
  • Ability to act calmly in tense situations, handle sensitive and confidential information with discretion, and act with transparency and integrity ;
  • Solution-oriented approach, with strong problem-solving and analytical skills ;
  • Detail oriented, with ability to organize and manage information, plan and manage workload, prioritize, and deliver to deadlines ;
  • Familiarity with international humanitarian and protection standards (e.g. WASH and Shelter standards Sphere handbook, USAID Field Operations Guide WASH and Shelter guidelines).

Desirable qualifications :

  • University degree; significant proven field experience may be accepted in lieu.
