We are seeking an experienced Admin/Finances Officer based in Paoua-Republic Central Africa.

Who are we?

Danish Refugee Council (DRC) has operated in C.A.R since 2007. DRC has recently scaled up its emergency activities in its areas of operation to respond to the growing needs of displaced and other conflict-affected populations. Besides immediate assistance, camp management and livelihoods support, DRC is recognised as one of the most active organisations in protection and community and social mobilisation both in Bangui and in several CAR provincial Prefectures. DRC teams endeavour to support the auto protection initiatives of the most vulnerable communities in order to contribute to durable solutions. Further, community mobilisation, conflict education and management have been included in the protection framework in order to address the root causes of the conflict and the increasing divide between communities. Different initiatives that facilitate dialogue have initiated in order to support inter community dialogue and to contribute to the improvement of the protective environment for the conflict people.

Job Summary

The Admin/Finance officer reports to Head of base, technically to HR and Finance Cordinators. He is responsible for ensuring that efficient and appropriate HR/Finance support is provided for all sub-offices program activities. He/she should ensure that all DRC and HR/Finance procedures are followed through a direct and technical management of Batangafo and Paoua support team members. The Admin/Finance Officer Should ensure all measures are taken to ensure the timely implementation and to maintain regular contact with Bangui HR and Finance teams for technical matters.

Duties and Responsibilities

· Take primary responsibility to run the admin and finance functions of the Paoua sub-office according to the DRC Operations Handbook.

· Ensure the presence of up-to-date HR, admin, and finance documentation and recordkeeping for the sub-office to ensure effective administration and information management of the sub-office;

· Assist with administrative and financial reporting, as well as the completion of additional pertinent deliverables to support the Head of office.

· Play a central role in the sub-offices by mastering all procedures inherent to the position, maintaining the documentation to a high level of compliance, and coordinating with and reporting effectively to the Field Coordinator, HR Coordinator and Finance Coordinator

Documentation / vouchers

• Ensure finance supporting docs are complete (coding, authorisation level types of documents), with guidance from the Finance Coordinator and Field Coordinator

• Ensure that payments to suppliers are properly documented and made in a timely manner

• Submit vouchers to the Bangui office on time and keep copies at sub-office level

• Control that field vouchers are acceptable

• Maintain a filing system that is clear, up to date and in accordance with the DRC Operations Handbook filing guidelines

Financial Management

• Exercise budget control and cost allocations under the technical guidance of the Finance Coordinator

• Help produce and update financial follow-ups as required

• Assist the Project Manager and Finance Coordinator and possible legal counsel to ensure compliance with local tax laws

• As needed, pay and report tax to relevant authorities under the guidance of the DRC Country Office

• Support the finance and HR departments in time of audit

Cash Management

• Maintain an updated computerised cash book based on the documentation daily bases.

• Advise and assist the Finance Coordinator, in producing cash requests to the sub-office based on needs

• Perform and document scheduled and unscheduled cash counts daily bases.

• Organise transfers and liaise with banks on cash issues

HR and Administration

• Draft, prepare and finalize daily official correspondence, emails and letters.

• Assist as needed with preparing contract agreements for rentals, premises or any other required documentation.

• Ensure compliance with HR processes, DRC polices and the CAR labour law

• Verify the monthly payroll based on contracts and HR documentation for the base

• Produce and maintain updated personnel files

• Assist with orientation for newly hired staff regarding DRC procedures and policies

• Ensure staff attendance sheets, leave request forms, and per diem requests are properly filled and validated

• Ensure all project HR documents are maintained and copies kept with the national office, while originals are submitted to Bangui office.

• Monitor consumables, stationery and cleaning materials for the sub offices

•Provide technical support to the project operational departments in Areas of Batangafo/Paoua in relation to: finance, HR, and other planned projects.

External contacts and representation

• Link with DRC stakeholders upon request, including local government representatives

• Participate in trainings on admin / finance / HR issues including relevant local authorities to ensure DRC administrative compliance in the area.

Perform any other tasks as instructed by the Finance or HR departments or Field Coordinator.

About you

Qualifications, experience and competences

• University degree Finance, HR or a relevant equivalent

• Previous experience of Finance management in an NGO

• Security management experience in an unstable and volatile environment

• Fluency in French and English (written and spoken) is a must.

• Confident and proficient in the use of MS Office

• Excellent management and personnel skills to enable the motivation, encouragement and participation of a mainly national team, including remote management.

• Strong team communicator and facilitator between the interests of different departments

• Problem solving ability with equipment ranging from PC’s to vehicles and radios.

• Strong capacity building skills

• Ability and flexibility to understand the cultural and political environment and to work well with the local authorities

• Strong coordination, communication and diplomacy skills

• Strong administration and organisational ability.

• Willingness to travel extensively in the field

• Ability to work under stressful conditions in an isolated area

• Experience of establishing strong working relationships with colleagues from different functions and cultures

• An understanding of and commitment to DRC mission and values

• Ideally, you will also have previous experience working in Central African Republic.

We offer
Contract: A 6-month contract, with possibility for extension.
Duty Station: Paoua and Batangafo , Central African Republic.
Starting date: As soon as possible.
