Background

The Danish Refugee Council (DRC) is a private, independent, humanitarian organization working on all aspects of the refugee cause in more than twenty five countries throughout the world. The aim of DRC is to protect refugees and internally displaced persons (IDPs) against persecution and to promote durable solutions to the problems of forced migration, on the basis of humanitarian principles and human rights. DRC works in accordance with the UN Conventions on Refugees and the Code of Conduct for the ICRC and NGOs in Disaster Relief.

General Objective

This position is central to the implementation of the Water Sanitation and Hygiene activities in Kyaka II Refugee settlement. You will be required to guide implementation of the above component of the WASH projects, providing an insight into cultural sensitivity and thoroughness of communication to the beneficiary communities, as well as assisting to see that the activities are implemented in an all-inclusive, timely and participatory manner in the assigned Zones.

Key tasks and responsibilities:

· In collaboration with other members of the WASH team, design and manage assessments and baseline studies in order to identify WASH-related health risks. Priorities design and plan activities to reduce these risks, with reference to both physical and behavioural aspects.

· Work together with other WASH team members to ensure that the various aspects of the WASH response are integrated, and that they form part of a coherent public health response.

· Coordinate assessments, plans, and activities with other agencies (governmental and non-governmental), as necessary. Participate in cluster coordination meetings as appropriate.

· Promoting safe WASH practices, including appropriate use and maintenance of WASH facilities and services;

· Ensuring appropriate community involvement in the design and delivery of essential WASH services and facilities;

· Ensure effective coordination and integration of Hygiene Promotion activities with the delivery of water and sanitation services and facilities.

· Creation of channels for dialogue between the WASH response and the affected population, to ensure appropriate technical interventions and allow the agency to be held to account for the quality of the WASH programme.

· Design, implementation, and monitoring of WASH activities that are appropriate to specific sectors of the community, e.g. children, youths, women, and men.

· Identification of any need for the distribution of non-food items related to public health, such as containers, hygiene kits, etc., and participation in the choice of items, targeting strategy, promotion of effective use, and post-distribution monitoring.

· Recruit, train, and manage Hygiene Promoters and Community Mobilisers.

· Ensure that Hygiene Promotion activities are in line with relevant standards, codes of conduct, and humanitarian principles.

· Use participatory approaches as a far as possible throughout the programme cycle, in training, and in the use of tool kits and other materials.

· Ensure that Hygiene Promotion activities and resources are implemented and handed over or ended in a way that promotes local capacities and sustainable operations.

· Ensure that gender, protection, HIV, the environment, and other important cross-cutting concerns are taken into account in programme design, implementation, and reporting; ensure that activities reflect the needs of specific groups and individuals e.g. elderly people, children, and people with disabilities.

· Contributes to preparation and planning of projects and provide input for new proposals.

· Maintains good relationships with local authorities, other organizations and actors linking to the relevant sector.

· Ensure that all project activities are in accordance with budgets available and being Implemented on schedule.

· Take part in the strategic planning, scheduling, monitoring and assessments, and evaluation of the DRC Wash project

· Ensure documentation of project progress is on-going and integrate sound M&E procedures in all aspects of the project.

· Creatively solve problems that arise with communities and local authorities in providing Wash Solutions.

· Ensure that Wash activities are carried out in accordance with national quality, norms and standards provided by government and International agencies.

· Participate in collection of useful data, success stories and beneficiaries list as required.

· Participate in preparing monthly/quarterly/annual highlights reports and proposals and budget for donors.

· Update Wash Inventories and Lists of WASH Beneficiaries.

· Any other tasks as may be assigned from time to time.

· Requirements:

· Minimum of Diploma in Public Health, Bachelor’s degree is an added advantage.

· At least two years of practical experience in developing countries in appropriate community health programmes in different contexts. Some of this time should have been in emergency relief programmes.

· Sensitivity to the needs and priorities of disaster-affected populations.

· Ability to work well under pressure and in response to changing needs.

· Familiarity with the SPHERE Standards.

· Have Leadership and supervisory skills and ability to foster team spirit.

· Strong organizational skills and able to coordinate and manage a diverse array of activities and stakeholders

· Strong facilitation, negotiation and mediation skills and ability to work independently.

· Good report writing skills and computer skills in word processing and spreadsheets.

· Good understanding of WASH approaches such CLTS, PHAS, Umoja and Child to Child etc

· Good interpersonal and good Command of Kiswahili and English.

· Motorbike driving license (Must)

Reporting line:

The WASH Assistant shall report to the WASH Officer.

Conditions for the position:

  • The position is contract based.
  • Remuneration and benefits are as per DRC Uganda standard salary scale and benefit package.
