Introduction :

The Danish Refugee Council (DRC), an international non-governmental organization (NGO), has been providing relief and development services in the Horn of Africa since 1997. DRC promotes and supports solutions to the problems faced by refugees, internally displaced people (IDPs), and migrants. The organization has offices across the region, and has been operational in Ethiopia since 2009.  With funding from bilateral and multilateral donors, DRC is currently implementing a range of activities across Ethiopia and Djibouti, including WASH and shelter provision, child and youth protection, gender based violence response, awareness-raising of migration risks, protection monitoring of migration routes, and livelihoods support for returning migrants or those at-risk of migration.

Overall Purpose of the Role :

Under the direct supervision of the Head of Program for DRC Ethiopia and Djibouti, the Gender Advisor will drive the gender agenda for all programs in the country portfolio and provide technical support on gender mainstreaming. This will involve mapping out DRC’s gender policies with a view to internal processes and programming in all our three platforms – emergency, solutions and root causes – and drawing from best practices learned within DRC and across the broader industry. This work will entails partnering with other technical coordinators and senior management at the country and field levels, working closely with the regional Gender Coordinator, and networking with other organizations, agencies and private sector entities with likeminded priorities.
In carrying out these functions, the Gender Advisor will be responsible for ensuring that the skills of DRC staff in gender mainstreaming and programming are enhanced and that a gender analysis, action plan and budget are developed.

Responsibilities :

The Gender Advisor will :  
  • Conduct a detailed gender analysis to identify internal and institutional gaps in DRC’s gender policies, working environment, as well as programmatic gaps in DRC’s pillars, sectors and in the operational roll out of programs ;
  • Utilize the above mentioned analysis to establish a foundation for effectively mainstreaming gender considerations into the design and implementation of DRC Ethiopia and Djibouti’s program and lead to the development of an action plan and corresponding budget ;
  • Develop methodologies and guidelines for promoting effective gender mainstreaming across all program areas and operations ;
  • Advise the country and regional offices to ensure that gender is mainstreamed and adequately reflected in relevant strategic documents, decisions and practice ;
  • Identify and advise on entry points for new initiatives for DRC Ethiopia and Djibouti to strengthen national and local comprehension of gender issues as well as strengthen capacities for programming and implementation towards gender equity ;
  • Take the lead in developing policy position papers, briefs and advocacy messaging on thematic gender issues that support raising DRC’s gender profile.
Experience and Technical Competencies :
  • 3 to 5 years of proven experience in designing, implementing and evaluating gender-related programs ;
  • Proven experience assessing and strengthening institutional, organizational and technical gender capacities ;
  • Experience implementing gender mainstreaming agendas across humanitarian sectors ;
  • Ability to work under pressure and with multi-disciplinary and multi-cultural teams ;
  • Excellent inter-personal and negotiation skills ;
  • Strong links with international, regional and national networks on gender equality and women’s rights ;
  • Highly experienced and skilled writer.

Education :

Master’s degree in relevant social sciences with expertise in gender analysis and policy.

Languages :

Fluent in written and spoken English.
