Danish Refugee Council, one of the world’s leading humanitarian NGOs, is currently looking for a Grants Management Coordinator for its Country Office at Cox’sBazar.

 

About the job

The Danish Refugee Council (DRC), one of the world’s leading NGOs, with a focus on responding to displacement, have been registered in Bangladesh since 2013. In 2017, in response to the Rohingya influx, DRC are preparing to launch an integrated program of support to the government in site management, shelter/NFI and protection. In 2018, DRC will be implementing aid projects in support of the host communities most affected by the influx of refugees.  As a key part of this, DRC opened up a main office in Cox’s Bazar, and a support/liaison office in Dhaka.

The Grants Management Coordinator is overall responsible for grants management within the country team. This includes facilitating and supporting the development of high quality funding proposals, in compliance with donor and internal DRC rules and regulations, responsible for donor reporting, information management and grants management capacity-building efforts.

The position is also responsible for providing regular support and guidance to project cycle management and program strategy; advising and supporting field teams to ensure the successful implementation of all activities. The most important role for this position is to contribute in developing country strategies, which are translated into action plans and day-to-day tasks. The role provides support and/or technical guidance to country operations while overseeing country activities.

 

Responsibilities :

Grant Management

  • Develop and maintain overview of all grants, donor requirements, rules and regulations, and internal and external deadlines and support implementing teams to ensure full compliance ;
  • Oversee and refine grants and contract management systems and processes ;
  • Update, streamline, and disseminate grants management tools and resources ;
  • Conduct regular donor mapping exercises and support the Head of Programmes in identifying new funding opportunities in line with the country programme’s strategy ;
  • Draft, review and provide support in the negotiation of project agreements, including sub-agreements, teaming agreements and memoranda of understanding ;
  • Organize and facilitate grant opening, review, and closing meetings ;
  • As and when required, act as the focal point to donor queries (as delegated by HOP) ;
  • As and when requested, support external donor audits and donor monitoring visits ;
  • Responsible for day to day supervision of the national Grants Specialist.

Proposal & Reporting

  • Support the HOP to plan and coordinate the development of high-quality project proposals, including narratives, budgets, budget narratives, work plans, staffing lists, and other required annexes. This means compiling and reviewing all documents before sending to HOP for sign off ;
  • Lead donor reporting processes by coordinating, compiling, editing and providing feedback to ensure the development of high-quality narratives and timely submissions ;
  • As and when requested, attend donor meetings, upon request by the Head of Programme.

Programme learning, knowledge management and strategy

  • Document, analyse, and share learning from proposal and reporting processes, and compliance with donor rules and regulations ;
  • Support induction processes to new staff and provide regular refreasher trainings and updates on donor rules and regulations ;
  • Contribute to PCM trainings and usage of PCM tools in collaboration with MEAL Manager ;
  • Responsible for maintaining and updating DRC’s online Grants Management System (GMS) platforms ;
  • Ensure learning from donor grants is captured, consolidated and disseminated, contributing to knowledge building and sharing within Iraq and globally to influence policies and programme planning (where necessary). This includes ensure that regular grants closure meetings are taking place ;
  • Responsible for drafting donor strategy in conjunction with Technical Advisors and HoP ;
  • Prepare necessary documentation, such as reports, presentations and organizational documentation, to share with DRC stakeholders, including briefings for DRC staff and external entities requesting information on DRC’s programmes.

Strategy development, implementation & monitoring

  • Responsible for coordinating strategy and operations within a specific discipline in a region or country ;
  • Usually has technical line responsibilities within a given discipline, for both strategy and operations ;
  • Provides expert advice and support to set strategy and assure operational quality and compliance.

Team Management

  • Coordinates the daily activities of small teams, often comprised of subordinates and/or employees carrying out similar tasks
  • Does not have direct line management responsibility for staff, but may contribute to recruitment and/or performance appraisal of members of the team ;
  • Implements the manager’s decisions through the work of subordinate employees, often playing a role in deciding how to do it; and how to achieve the objective set by the manager.

 

About you

Experience and technical competencies :

  • 3-5 years of relevant experience in grant management/coordination, programme development, fundraising in humanitarian settings with INGOs ;
  • Solid experience in the compilation of donor proposals, modification requests and reports; with practical experience in working with UNHCR, IOM, SIDA, ECHO, GAC, etc ;
  • Knowledge of donor rules and regulations ;
  • Demonstrated ability to prioritize large workloads, to consistently meet deadlines and adapt in a complex and challenging work environment ;
  • Excellent communication, coordination, influencing and interpersonal skills ;
  • Demonstrate ability in thinking creatively and practically to improve the quality of projects ;
  • Demonstrate ability in analytical and critical thinking with the ability to work operationally without losing sight of the strategic goal ;
  • Strong project management and planning skills: with good skills in managing related data analysis ;
  • Conversant in proposal writing with effective communication skills including fluency (speaking and writing) in English and in excel ;
  • Ability to lead and work within a multi-cultural/diverse team ;
  • Commitment to Humanitarian principles and DRC values.

 

Education :

  • Post Graduate Degree in Social Sciences, International Development.

 

Languages :

  • Full professional proficiency in English
