Overall purpose of the role :

  • Under the direct supervision of the DRC Program Manager and with technical support from UNHCR ;
  • Senior Regional Public Health Officer, the Health Team Leader will be responsible for the day to day operations and management of the project on medical assistance to refugees and asylum seekers in Somaliland. He/she will provide technical support to the Health team at the relevant medical facilities and DRC. This is a ‘hands-on’ role, and the successful candidate will be expected to participate directly implementation of activities.

 

Responsibilities :

  • Oversee the implementation of the Health project from linkage with relevant health facilities, training of health workers on data collection, examination of quality of data collected, reporting and providing supervisory support to the medical officers in the health centers ;
  • Ensure the health care project is implemented according to guidelines provided or the most up to date international guidelines are well integrated into the national PHC services ;
  • Take the lead in monitoring and evaluating health program implementation in the field (with the support of medical officers), in accordance to the project work plans ;
  • In collaboration with medical team and protection team, ensure adequate preparedness, and effective response to the new arrivals in Berbera ;
  • Ensure the health care project is implemented according to guidelines provided or the most up to date international guidelines are well integrated into the national PHC services ;
  • Oversee and regulate medical referral activities fom the primary, secondary to tertiary level following the agreed SOPs ;
  • Ensure that submissions for resettlement on the Medical needs fully satisfy the current criteria ;
  • Assess training needs and ensure that health staff undergo capacity development activities relevant to their posts; and that training activities are well-coordinated and implemented according to agreed work plan timeframes ;
  • Implement community based interventions with refugee / host community volunteers utilizing participatory approaches ;
  • Advocate with government line ministries(MOH) for the integration of refugee health program into the national system ;
  • Cooperate with other sectors especially protection, WASH and livelihoods on increasing community involvement in health promotion; community mobilization in preparation for the transfer of basic services to the line ministry; and cost-sharing schemes to be adopted in settlements ;
  • Lead the process of ensuring the sustainabilityr of health services through partnership of health facilities and Ministries of Health.

Education, qualifications and technical competencies :

  • Health personnel with University degree ;
  • At least 5 years’ program management experience in public health ;
  • Technical skills in the areas of health policy development and advocacy, including knowledge of the Somaliland legal and national health environment ;
  • Ability to work with a high level of autonomy ;
  • Ability to develop budgets and monitor expenditure accordingly ;
  • Experience in report writing and knowledge of monitoring and evaluation ;
  • Experience in staff supervision/coaching and development ;
  • Experience developing and iguages such as Arabic, Amharic is an asset.

Conditions :

Availability March 2019

Duty station : Hargeisa

Reporting to : Program Manager

Duration : 10 Month contract

Contract : This position is graded as G4 (M-G) for qualified national staff and the terms of employment will be in accordance with DRC terms for national staff.
