Dexis is seeking a long-term Senior Transition Advisor (STA) to advise in the development, implementation, review, monitoring, and evaluation of program activities in support of the USAID/OTI Chad Program. The STA will be based in N’Djamena, Chad with frequent travel to Bol. This position will report to the USAID/OTI Country Representative (CR) and his/her designee on all technical matters, with administrative reporting to the Division Director, Mission Institutional Support (MIS) Division or her designee in Dexis’ Washington, DC headquarters.

Primary Responsibilities:

The STA will be responsible for providing programmatic guidance, political analysis, and operational support to the USAID/OTI Country Representative and to the implementing partner’s program team. The STA will play a key interlocutor role with USAID/OTI’s implementing partner, serving as needed as a liaison between the field and Washington, DC in the Country Representative’s absence and playing an instrumental role in the grant development process; and providing advice and analysis to USAID in the activity clearance process. The STA will serve on the Senior Management Team with senior leadership from USAID/OTI and the implementer partner (IP.)

Other responsibilities include:

● Communicate regularly and share program information with other USAID project managers, bilateral donors, UN Organizations, International Organizations, and indigenous and international NGOs to ensure visibility and synergy of USAID/OTI activities;
● Maintain strong relationships with key government partners and promote program linkages between USAID/OTI activities and Chad government priorities;
● Support the USAID/OTI CR in maintaining effective and efficient management of funds, programming, and monitoring and evaluation.

Required Skills & Qualifications include:

• Excellent political analysis, program and project management skills, reporting skills, and in-depth knowledge of international relations, particularly transition, CVE, and stabilization issues;
• Demonstrated understanding of grantee and contractor/USAID relationships, as well as grants programs.
• Ability to communicate effectively with a variety of stakeholders, including local government counterparts, grassroots organizations and their constituencies, U.S. Government agencies, and other international organizations.
• At least seven (7) years of progressively responsible work experience.
• A minimum of five (5) years of recent and relevant project management experience,
• A minimum of three (3) years of overseas field experience working in a developing country, of which six (6) months must include experience working in one or more countries undergoing political instability.
• Fluency in written and spoken English and French is required.

Desired Skills & Qualifications include:

• Prior knowledge and understanding of Chad and the Lake Chad Basin region is also desirable.
• Arabic is preferred but not required.
• Knowledge of Chad’s social and political structures at the national, regional, and local levels is desired.
• An advanced degree is strongly preferred.
