Background :

The Danish Refugee Council (DRC) is an independent, non-profit organization (NGO), founded on the basis of humanitarian principles, and human rights based approach, to secure the protection of refugees and internally displaced persons (IDPs), and to promoting long term solutions to the problems of forced displacement. Danish Demining Group (DDG) is a specialized unit within DRC which implements mine action and armed violence reduction (AVR) programmes. DDG’s mandate is ‘to create a safe environment free from armed violence and the remnants of conflict’, and DDG does this via a programmatic focus on four key sectors: Security Systems Reform, Small Arms and Light Weapons (SALW) management, Mine Action and Conflict Management

Overall purpose of the role :

The General Support (Protection Monitors) will be systematically and regularly collecting, verifying and analyzing information over an extended period of time in order to identify violations of rights and protection risks for populations of concern for the purpose of informing effective responses. The monitoring will target returnees, IDPs and host communities in Mogadishu.
 

Responsibilities :

  • To conduct site visits, monitor developments, and draft reports in line with protection Team Leader ;
  • Ensure good relations between the host communities, authorities, and DRC in relation to reintegration activities ;
  • Monitor, verify and document returnees’ human rights violations and protection risks ;
  • Conduct Mobile Field Visits 3-4 times per week to villages, urban areas, and informal settlements where returnees and IDPs live within the community and identify individuals at risk and humanitarian needs according to monthly work plan ;
  • Utilize digital data collection system based on smart-phones for data collection and uploading; participates in training in the digital system, data cleaning, and regular debrief and supervision of digital data collection activities ;
  • Produces protection focused reports and follows-up on red flag protection-related issues ;
  • Analyze data and highlight trends and protection needs in reporting to Protection and Information Manager ;
  • Produce weekly reports on activities and protection concerns identified ;
  • Supports Information Officers and Protection Officer to conduct advocacy on behalf of the community ;
  • Under the guidance of direct supervisor, facilitate one-on-one interviews and focus group discussions with returnees, IDPs, host community members, state actors and service providers in the field on selected protection concerns ;
  • Conduct spot observation in areas where returnees and IDPs are living for inclusion in protection monitoring, using qualitative and quantitative methods ;
  • Keep records through the digital system of the urgent protection needs identified and the actions taken to assist affected PoCs ;
  • Refer cases with protection concerns to the case worker/community service worker, to ensure their protection needs are addressed ;
  • Monitor and document returnee’s movements and reintegration in the areas of return ;
  • Identify and document protection concerns among returnees and when deemed necessary, provide direct personalized assistance to vulnerable families ;
  • Track and document general conflict and displacement issues in areas of return ;
  • Present progress reports on daily and weekly basis or as may be decided by supervisor ;
  • Support the Protection Information Management Officer in data entry and analysis ;
  • In conjunction with the local authorities/community, identify returnees at risk with specific needs, provide them with ad hoc immediate assistance, and refer them to specialized services as may be deemed necessary ;
  • Maintain and strengthen close working relationship with returnees, host community, religious/ community leaders and local authority ;
  • Support protection officer in mapping of services and humanitarian needs ;
  • Support protection officer in conducting assessments on a needs basis ;
  • Conduct other duties as assigned by supervisors.

Education Experience & technical competencies :

  • Diploma or University Degree in Social sciences or related qualification in Social work, protection or human rights ;
  • At least one year previous NGO or humanitarian work experience.
  • Good data collection/analysis and reporting skills
  • Experience using online data collection software
  • Familiar with computers, Outlook, Excel and MS Word, mobile surveys
  • Experience in protection monitoring and reporting
  • Honest, hardworking and independent.

Conditions :

Availability: 10th May, 2019
Duty station: Mogadishu
Reporting to: Protection Team Leader
Duration: 8 months with possibility extensions
