With a growing global staff of over 3,100 — nine of 10 who work in the field—the Foundation’s global mission is to implement prevention, care, and treatment; further advance innovative research; and to execute strategic and targeted global advocacy activities  to bring dramatic change to the lives of millions of women, children, and families worldwide.

 

Purpose of the Job :

The Elizabeth Glaser Pediatric AIDS Foundation is seeking to recruit 5 PMTCT Program Officers to be based in the Littoral regions (Douala). The PMTCT Program Officer will be responsible for providing mentorship, technical support and supervision in the Elimination of Mother to Child Transmission of HIV (EMTCT) services offered at EGPAF supported facilities. Under the supervision of the HIV Services Senior Technical Officer, s/he will work with the facility staff to ensure the delivery of the comprehensive package of HIV prevention and care and treatment services to pregnant and breastfeeding women as per the national guidelines. S/he will also ensure that these services are integrated with other MCH services and that pregnant women receive proper follow-up throughout the continuum of care.

 

Key Responsibilities :

  • Oversee community PMTCT activities including mapping of pregnant women, and community mobilization to improve 1st ANC, 4th ANC and skilled birth attendance ;
  • In collaboration with the Community Facility Liaison Senior Technical Officer, design and implement a catch-up plan to ensure proper demand creation for ANC and postnatal services ;
  • Support institutionalization of comprehensive family HIV prevention, care and treatment programming, strengthen HIV retesting for pregnant women who tested negative at first ANC, and intensify same day ART initiation for pregnant women who test positive ;
  • Ensure mothers attending ANC services are offered HIV prevention and testing services as per the national algorithm ;
  • Ensure that systems are in place and functioning properly for into care for HIV infected pregnant and breastfeeding women along the continuum of care and a systematic uptake of VL testing in this population ;
  • Ensure that HIV services are integrated in MCH settings in supported facilities including family planning, integrated services for pregnant and breastfeeding women ;
  • Implement a package of postpartum care interventions from ANC, postnatal period and through transfer to ART program, including family planning ;
  • Liaise with community partners and health facilities to engage women in patient centered approaches such as peer-led interventions/support or Group ANC model, home visits, community-based action groups, and  increase community awareness of ANC by leveraging m-health technologies and SMS-reminders and encouraging messages ;
  • Support rollout of cohort monitoring for the mother-baby pair to improve EID uptake for all HIV Exposed Infants (HEI) in supported sites and create a network of health facilities around existing point of care to maximize use and enhance uptake of EID for HEIs ;
  • Support implementation of the voucher system and performance-based financing in supported sites ;
  • Support facilities to rollout cohort monitoring for the mother-baby pair to improve EID uptake for all HIV Exposed Infants (HEI) in PEPFAR-supported regions and create a network of health facilities around existing points of care to maximize use and enhance uptake of EID for HEIs ;
  • Participate in quality assurance/quality improvement of HIV programs relating to PMTCT services ;
  • Assist in program monitoring and evaluation activities relating to pediatrics ;
  • Prepare budgets, work plans and reports.

Required Qualification :

  • State registered Nurse, Midwife or Bachelor Degree in Nursing ;
  • Trained as a trainer in HIV Counselling and testing ;
  • Trained in current MoH HTS guidelines ;
  • At least 3 years’ experience in the implementation of PMTCT/Programmatic activities ;
  • Excellent mentorship and report writing skills.

 

Required competencies, skills and experience :

  • Experience in managing a large, diverse and dynamic team of health professionals providing integrated HIV Testing, care and treatment services ;
  • Experience in establishing and sustaining working relationships with the Ministry of Health at district and health providers at site level ;
  • Significant and up to date knowledge of the current HTS, ART and PMTCT guidelines, standards, tools and best practices. Up to date knowledge of general HIV management is a pre-requisite ;
  • Demonstrated experience in organizing and facilitating mentorship and capacity building in HTS and HIV service areas ;
  • Thorough knowledge of PEPFAR Program and MOH/NACC reporting requirements including familiarity with the data collection and reporting tools used by MOH ;
  • Proficiency in computer basic skills- MS Office; Internet; Basic data analysis skills ;
  • Self-managed, self-driven, results oriented individual with excellent communication, interpersonal, report writing and analytical skills ;
  • Professional proficiency in French and English ;
  • Dedicated team player with ability and experience to work in a multidisciplinary team.
