Finance and Administration Assistant – Garowe :

LG004 FINANCE AND ADMINISTRATION ASSISTANT

PART-TIME

(1 position)

Duty Station: Garowe

Availability: As soon as possible

Monthly Salary scale:$ 797 for 1 year experience up to $ 1.307 for 35 years (for fulltime)

 

 

Reporting Line :

The Finance Assistant will be under the direct supervision of Finance and Administration Officer in the Field Office or, in her/his absence, of the Head of Field Office.

Main Tasks and Responsibilities

  • Assist the International Finance and Administration Officer in the daily work;
  • Keeps record of all in and out documents, correspondence and ensuring follow up
  • Takes minutes at meetings and conferences, as well as prepares draft reports, documents, speaking points, etc.
  • Liaises and cooperates on financial issues with the relevant departments
  • Monitor that each expense is in line with criteria of eligibility as well as the relevant regulations and directives (Financial Regulations, Guide to Missions, European Commission’s Communications related to employment of personnel, local labour law etc.)
  • Liaises and cooperates on financial and accounting issues with all other relevant Units and Departments, as instructed
  • Performs and carries out other tasks and duties required or requested by her/his line manager and/or the Head of Mission Support.

 

 

Essential Qualifications and Experience :

  • Successful completion of a secondary education attested by a certificate;
  • After having fulfilled the education requirements, a minimum of 3 years of professional;
  • Excellent level of written and spoken English and Somali is a requirement;
  • Excellent knowledge and experience of MS Office Suite Package.

 

Essential Knowledge, Skills and Abilities :

  • Able to work remotely with minimal supervision when needed, self-organize and deliver high quality results;
  • Team workoriented;
  • Time management and problem solving skills;
  • Good interpersonal and communication skills;
  • Strong sense of confidentiality and discretion in dealing with staff-related matters and/or financial issues;
  • Punctuality, reliability.

 

Desirable Qualifications and Experience

  • A professional qualification in Finance or equivalent academic or professional training would be an asset;
  • Previous work experience with an international organisation would be an asset;
  • Excellent administration and organisational skills;
  • Works methodically, accurately and with attention to details as well as to tight deadlines;
  • Is used to work on a multitude of activities at the same time and with limited supervision;
  • Ability to work under stress and willingness to work long irregular hours
  • Good experience of using data for preparing reports;

Reporting Line :

The National Project Officer will be under the direct supervision of the Project Manager/Project Officer in the Field Office or, in her/his absence, of the Head of Field Office.

Main Tasks and Responsibilities:

  • To assist in project planning and development and support the implementation of the Mission’sprojects, in relation to Somalia institutions/organizations and other international partners;
  • To frequentlyvisit the headquarters and local branches of Somalia institutions, partners in/beneficiary of the projects, and worktogetherwith/support the national project teams in order to advance the projectactivities;
  • To assessprojectproposalswithinSomaliaspecificlegal and socio-economicenvironment and makerecommendations on the feasibility and sustainability of projects;
  • To support and, whenneeded, provideadvice to project leaders (within the Mission’soperational components) in preparing English/Somali versions of project documents such as projectproposals, project budgets, notes of understanding, projectagreements, etc.;
  • To support and facilitateorganization/participation of Somaliadelegations to workshops, conferences, official eventsabroad;
  • To provideadvice or writtenanalysis in order to ensurethatprojectproposals are in line with the Mission’s programmes and are properlycoordinatedwithin the Mission and withSomaliastakeholders;
  • To facilitate the communication on projectsbothinternally (project leaders – elements of Mission Support) and externally (project leaders – externalstakeholders);
  • To maintain a records of the projectactivities and preparebriefs and updates on projectprogress for partnerSomalia institutions;
  • To support, uponprojectcompletion, post-projectreporting and evaluation, as well as compiling in English/Somali evaluation reports for internal and externalstakeholders;
  • To support, mainlywithinpartnerSomalia institutions, mentoring on project/grant management, the development of best practices on project management, provision of training recommendations and facilitate arrangements for recordinglessonsidentified/learnt;
  • To receive, review, analyse, assign, process and trackcertifiedrequisitionssubmitted for procurement action;
  • To liaisewith the Mission’s international partners in close coordination with the Mission’s Coordination and Cooperationcapability;
  • To travel to EUCAP Field Offices (Mogadishu, Hargeisa), other locations in Somalia/Somaliland, EUCAP Nairobi back office, as well as to other locations abroad in order to provide support for projectactivities and facilitation for Somalia official delegations;
  • In coordination withmembers of the Project Cell, under the guidance of the Project CellCoordinator and withapproval of the line manager, to travel to various sites with the purpose of performingneedsassessments, projectactivitiespreparation and organization, reception of supplieddelivered in the projects, whileaccuratelydocumentingsuchactivities;
  • To undertakeanyother job relatedtasks as requested by the Line Managers.

 

 

Essential Qualifications and Experience:

  • Successfulcompletion of universitystudies of at least 3 yearsattested by a diploma (undergraduatelevel).
  • The qualification shouldbe in any of the fields of Social Sciences (e.g. Political Science, International Relations, Law, Economics) OR Business Administration/Management, and
  • Afterhavingfulfilled the educationrequirements, a minimum of 3 years of professionalexperience, in any of the followingfields (one field or combined): public administration, international development, humanitarianaid, project management, contract management, business development, international/commercial relations, sectorsecurityreform
  • Excellent level of written and spoken English and Somali is a requirement;
  • Excellent knowledge and experience of MS Office Suite Package.

  • Project management training (academic/vocational/online) or professionalexperiencewithproject management methodologies, such as APM – PFQ or PMQ / PMI – CAPM or PMP / IPMA / PRINCE2, or similarproprietary/organizationalproject management frameworks.

Logistics Assistant (National Position) – Garowe

LG007 LOGISTICS ASSISTANT

PART-TIME

Reporting Line :

The Logistics Assistant will be under the supervision of the Logistics Assistant in the Field Office or, in her/his absence, of the Head of Field Office.

 

Main Tasks and Responsibilities:

  • Inventory, stock and warehouse management;
  • Facility maintenance;
  • Vehicle fleet management;
  • Monitor and facilitate repair orders;
  • Coordinate deliveries for repaired or returned items;
  • Transporting and receiving goods;
  • Interact with third party logistics service providers;
  • Create packing lists and update shipment information in database;
  • Receive shipments and ensure both quality and quantity;
  • Ensure that all items are properly numbered and tagged;
  • Disposal of unserviceable or damaged items;
  • Review bills, invoices and purchase orders;
  • Ensure all payments are processed in time;
  • Trace, track and expedite purchase processes;
  • Organize files both manually and electronically;
  • Submit reports to the line managers;
  • Must be ready to work both indoors and outdoors under extreme conditions. Capacity to load and move heavy equipment as required with adequate tools;
  • Working schedule is day shift with flexibility to respond to urgent needs. May be required to work on shift during Friday and/or Saturday as required due to maintenance requirements;
  • Performs and carries out other tasks and duties as required or requested by her/his line manager.

Essential Qualifications and Experience:

  • Successful completion of secondary school attested by a certificate or the equivalent technical education, in either one of the relevant areas of function (maintenance trades), and
  • After having fulfilled the education requirements, a minimum of 3 years of professional experience, in Logistics, including Facility maintenance and management
  • Driving License B category

  • Excellent level of spoken English and Somali is a requirement;
