Expertise France is the French public international cooperation agency. It designs and implements projects which aim to contribute to the balanced development of partner countries, in line with the Sustainable Development Goals (SDGs) of the 2030 Agenda and the priorities of France’s external action. Expertise France’s mission is to meet the demand of partner countries seeking to enhance the quality of their public policies in order to address the environmental, social, economic and security challenges they are facing. The agency achieves this goal by implementing projects in the main areas of public actionn :

The European Commission has asked Expertise France, AFD, GIZ and AECID to jointly implement the phase 3 of the EU support to the Covenant of Mayors in Sub-Saharan Africa (CoM-SSA).

This initiative strengthens the role that local governments and municipalities can play in addressing both environmental and development goals. It builds on the experience of the EU Covenant of Mayors for Climate and Energy, which has gathered more than 7.400 cities committed to control their Greenhouse Gases (GHG) emissions and to implement Sustainable Energy and Climate Action Plans, which represents a dynamic bottom-up tool for local authorities to engage in climate and energy action. This successful model is being promoted and adapted in Sub-Saharan African cities by DEVCO’s Action Document ‘Covenant of Mayors in Sub-Saharan Africa’ – an initiative which now enters into its third phase.

CoM-SSA seeks to increase sub-Saharan cities resilience in the context of climate change and fast urbanisation by strengthening their capacity in urban planning, addressing issues related to development and climate change including sustainable energy access, energy related services, energy efficiency and mobility through low emission transport schemes.

The first two phases of the Initiative focused on setting up the CoM-SSA network, creating local ownership and forming a core group of pilot cities and early movers. The new Phase III aims at scaling-up the initiative’s impact by relevant projects trough i) expanding and sustaining the network and reaching a greater number of beneficiaries, ii) bridging the gap to finance investments – facilitating a link with ongoing financing initiatives for urban projects and current and future blending opportunities-, and iii) fostering coordination with other initiatives. It will be implemented in close coordination with Phases I and II.

AFD and EF will work hand in hand to cover the three pillars of the action document. EF will take the lead on the objective 1 and AFD on the objective 2. Both French agencies will work together on the third objective.

In short, CoM-SSA constitutes an outstanding opportunity to support cities with a view to increasing their capacities on the provision of basic energy-related services, energy efficiency and climate action, and strengthening the active participation of local actors and populations.

Expériences / Formation du candidat :

Expertise France is looking for a tandem of experts, one being the team leader.

The consultants should have strong experience in conducting Climate and Energy Planning projects and the team should be able to justify the following requirements :

  1. Master’s degree in urban planning, environment and energy management issues or related area ;
  2. A minimum of 10 years of relevant work experience, from which at least 2 experiences in Sub-Saharan Africa and developing countries ;
  3. Excellent knowledge of the SEACAP methodology or the PCAET methodology ;
  4. Demonstrated experience in urban planning project elaboration ;
  5. Established experience in participatory approach implementation ;
  6. Strong interpersonal and communication skills.
